The Pool Board shall be composed of six (6) trustees chosen from citizens residing within Howard County R-II School District. No member of the City government shall be a member of the Board.

The Pool Board of Trustees shall be appointed by the Mayor, subject to the approval of the Board of Aldermen.

The members of the Pool Board shall serve for terms of three (3) years each, provided that first Board shall be appointed so that one-third (1/3) of its membership shall serve for a term of one (1) year, one-third (1/3) or for two (2) years, and one-third (1/3) for three (3) years.

No member of the Pool Board shall serve for more than three (3) successive full terms, and shall not be eligible for further appointment to the Board until two (2) years after the expiration of the third full term.

The Mayor, by and with the consent of the Board of Aldermen, may remove any member of the Pool Board for misconduct or neglect of duty.

Vacancies in the Pool Board, occasioned by removals, resignations, or otherwise, shall be reported to the Mayor and be filled in like manner as original appointments, except that if the vacancy is an unexpired term, the appointment shall be made for only the unexpired portion of such term.

A. 
The Pool Board shall be organized as follows:

The members of the Pool Board shall immediately after their appointment meet and organize by the election of one (1) of their members as President and by the election of such other officers as the Board shall determine.
2. 
In December of each year the Pool Board shall submit to the Board of Aldermen a proposed budget for the operation of the pool for the following year. This budget shall contain a detailed estimate of income and expenditures anticipated by the Board and shall be prepared in accordance with generally accepted accounting principles and shall be in the same form as the City of Glasgow's total budget document. The Board of Aldermen upon receipt of the budget shall examine the same and make such changes, additions and deletions as shall seem necessary. When the budget is approved by the Board of Aldermen, the Pool Board may authorize the expenditure of designated pool funds against the budget.
3. 
The Pool Board shall be authorized to solicit donations and to accept them for the pool fund.
4. 
All monies received for the pool or designated as pool money shall be deposited in an operating pool fund and shall be kept separate and apart from the other monies of the City and drawn upon by the proper officers of the Pool Board. Each check drawn on the pool fund shall be signed by the President of the Pool Board and one (1) other person.
5. 
The Pool Board may at its discretion decide to set and collect a user fee for use of the City pool.
6. 
The Board may apply to the Federal or State government for grants-in-aid or for loans.
7. 
The Board may recommend to the Board of Aldermen such ordinances, regulations or procedures as may, in its opinion, be in the best interests of the City.
8. 
The Board shall superintend the maintenance and care of the City pool.

The Pool Board shall make and adopt bylaws, rules and regulations for their own guidance, and for the government of the pool, as may be expedient, and not inconsistent with the State law. In matters of procedure the Board shall follow Robert's Rules of Order according the most recent revision.

The Pool Board shall appoint a properly qualified manager who shall be the chief executive and administrative officer for the pool during periods of operation of the pool.
