A. 
Parking on the City streets in the downtown area shall be temporarily prohibited for the purpose of removing frozen precipitation and/or treating street surfaces under the following circumstances and according to the following guidelines:
1. 
Streets To Which Prohibition Applies. This prohibition shall apply to the City streets enclosed by both of the following: all City streets from Commerce Street south to and including Howard Street, and all City streets from Water Street east to and including Second Street.
2. 
Precipitation Accumulation Amounts Which Trigger Prohibition. This prohibition shall apply only to the following types and amounts of frozen precipitation:
a. 
Accumulated snowfall of three (3) inches or more as determined by measurements on First Street by a City Police Officer.
b. 
Accumulated sleet or hail of one and one-half (1 1/2) inches or more as determined by measurements on First Street by a City Police Officer.
c. 
Any accumulation of ice on the traveled portion of the road surface resulting from freezing rain as determined by measurements on First Street by a City Police Officer.
3. 
Duration Of Prohibition. The duration of this prohibition shall be from 12:00 Midnight until 6:00 A.M., or until such time prior to 6:00 A.M. as the street has been treated and/or had the frozen precipitation removed from both sides of that street, even if the entire downtown area has not been cleared. The prohibition expires at 6:00 A.M. or earlier if the street has been cleared but, depending on whether the street has been completely cleared, the prohibition begins again on the following 12:00 Midnight so as to permit additional clearing, even if other streets in the areas have already been cleared and the snow accumulation or ice on First Street has been removed and/or ice treated.
4. 
To Which Parked Items Prohibition Applies. This prohibition applies to any vehicle, trailer, equipment, or item of whatever kind or nature that is for any reason parked or allowed to be on the City street.
5. 
Penalty Provision. Any violator of this prohibition shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) for each precipitation event.
