A.
A person shall not own or keep a dog in Ogunquit unless the owner or keeper has licensed that dog in accordance with State of Maine Statutes (see 7 M.R.S.A. § 3921 et seq.).

B.
The licensing requirement of this section shall not apply to any dog belonging to a nonresident visitor or seasonal resident, but the owner shall comply with all other provisions of this chapter.
