As used in this chapter:
The method used to equitably charge all connections to the
public sanitary sewer system for treatment and maintenance of the
system.
A calendar year water usage divided by the single family
units in the system.
The quantity of oxygen utilized in the biochemical oxidation
of organic matter under standard laboratory procedures in five days
at 20° C., expressed in parts per million by weight.
As applicable in context, the Sewer Division or the Division
of Building Inspection, or any duly appointed representative of such
entity.
Waste and wastewater from humans or household operations.
The solid and liquid wastes from toilet and lavatory fixtures,
kitchens, laundries, bath tubs, showers, baths or equivalent plumbing
fixtures as normally discharged from dwellings.
The Township Engineer or his duly authorized deputy, inspector,
agent or representative.
Solid wastes from the preparation, cooking or dispensing
of food, and from the handling, storage or sale of produce.
The Township Health Officer or his duly authorized deputy,
inspector, agent or representative.
Any physical or nonphysical connection that discharges domestic
sewage, non-contact cooling water, process wastewater, or other industrial
waste (other than stormwater) to the municipal separate sewer system
operated by the Township of Rockaway, unless that discharge is authorized
under a NJPDES permit other than the Tier A Municipal Stormwater General
Permit (NJPDES Permit Number NJ0141852). Nonphysical connections may
include, but are not limited to, leaks, flows, overflows, cesspools,
privy vaults, garage floor drains, or pit drains into the municipal
separate storm sewer system.
Any privy, privy vault, cesspool, septic tank and discharge
field or bed or seepage pit(s) used only for the disposal of the sewage
from buildings on the premises on which it is located.
A liquid waste resulting from the processes employed in industrial
establishments, including, but not limited to, those pollutants regulated
under Section 307(a), (b), or (c) of the Federal Clean Water Act (33
U.S.C. § 1317(a), (b), or (c)).
A conveyance or system of conveyances (including roads with
drainage systems, municipal streets, catch basins, curbs, gutters,
ditches, man-made channels, or storm drains) that is owned or operated
by the Township of Rockaway or other public body, and is designed
and used for collection and conveying stormwater.
Any outlet into a watercourse, pond, ditch, lake or other
body of surface water.
A permit issued by the New Jersey Department of Environmental
Protection to implement the New Jersey Pollutant Discharge Elimination
System (NJPDES) rules at N.J.A.C. 7:14A.
Water used to reduce temperature for the purpose of cooling.
Such waters do not come into direct contact with any raw material,
intermediate product (other than heat) or finished product. Non-contact
cooling water may however contain algaecides, or biocides to control
fouling of equipment such as heat exchangers, and/or corrosion inhibitors.
A device, used in determining the proper operation of the
service connection.
Any individual, corporation, company, partnership, firm,
associations, or political subdivision of this State subject to municipal
jurisdiction.
The logarithm of the reciprocal of the weight of hydrogen
ions in grams per liter of solution.
National Standard Plumbing Code, latest edition and amendments.
A sanitary sewer system owned or controlled otherwise than
by the Township.
Any water which, during manufacturing or processing, comes
into direct contact with or results from the production or use of
any raw material, intermediate product, finished product, byproduct,
or waste product. Process wastewater includes, but is not limited
to, leachate and cooling water other than non-contact cooling water.
A sanitary sewer system owned or controlled by the Township.
Any person who is the owner or purchaser of any land, the
subdivision of which into new streets or extensions of existing streets
not yet improved or accepted by the Township, or into building lots
not yet built upon or both, has been approved by the Township who
seeks a permit to build upon the lots or to improve the streets, or
both, with a view to the acceptance of the streets as a public street
of the Township.
A sewer which carries sewage and to which storm, surface
and ground water are not intentionally admitted.
Piping which conveys wastewater from pipes inside the walls
of a building to the street curbline.
Waterborne wastes from buildings or premises occupied by
human beings.
Any structure or device or combination of structures and
devices for the treatment of sewage.
A pipe or conduit for liquids.
The extension of the Service connection from the street curbline
to the street sewer.
Garbage which has been shredded to such a degree that all
particles will be carried freely under flow conditions normally prevailing
in street sewers, with no particles greater than 1/2 inch in any dimension.
A sewer which carries storm, surface or ground waters but
not sewage.
Water resulting from precipitation (including rain and snow)
that runs off the land's surface, is transmitted to the subsurface,
is captured by separate storm sewers or other sewerage or drainage
facilities, or is conveyed by snow removal equipment.
The existing curb or the theoretical location of the future
curb alignment in accordance with the land subdivision regulations
or as established by the Engineer.
Solids which either float on the surface or are in suspension
in water, sewage, or other liquids and are removable by laboratory
filtration.
The Municipal Utility or its authorized representative.
A channel in which water flows either continuously or intermittently.
