A. 
All procurement transactions, whether negotiated or competitively bid and without regard to dollar value, shall be conducted in a manner so as to provide maximum and open and free competition.
B. 
All quotations and the rationale behind the selection of a source of supply must be retained, attached to the purchase order copy, and placed in the accounting files.

A. 
Purchases to a single vendor may be purchased with prudence on the open market, with the following limitations:
1. 
Purchases totaling one dollar ($1.00) to seven hundred fifty dollars ($750.00) may be purchased by department heads.
2. 
Purchases totaling seven hundred fifty-one dollars ($751.00) to two thousand five thousand dollars ($5,000.00) must be approved by the Board of Aldermen.
B. 
Purchases from a single vendor totaling five thousand dollars one cent ($5,000.01) or more but less than twenty-five thousand dollars ($25,000.00) must be competitively bid but need not be solicited by mail or advertisement.
C. 
Purchases to a single vendor totaling twenty-five thousand dollars ($25,000.00) or more shall be advertised for bid in at least two (2) daily newspapers of general circulation in such places as are most likely to reach prospective bidders, at least five (5) days before bids for such purchase are to be opened.
