The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
The parking of vehicles is hereby prohibited on all highways
within this Town between 2:00 a.m. and 7:00 a.m. from November 15
through April 1.
A.
Parking, standing and stopping restrictions shall apply on the following
highways as follows:
(1)
Ashley Street. No special restrictions.
(2)
Baltzel Street. No special restrictions.
(3)
Bear Street. No special restrictions.

Broad Street.
(a)
No parking on the east side of Broad Street between a point
165 feet southerly of the south curbline of Jackson Street to a point
110 feet southerly thereof.
(b)
No parking on the east side for a distance of 85 feet northerly
from the north curbline of Water Street.
(c)
No parking on Broad Street between the intersection of Church
Street and Queen Street on the west side of Broad Street; a sign designating
"No Parking Between Signs" shall be placed at a distance commencing
233 feet north of the north curbline of Broad Street and also commencing
366 feet north of the north curbline of Church Street.

Tractor trailers are prohibited from parking in any Town parking
lot.
A.
The parking of vehicles by angle parking is hereby authorized on
the following highways:
(1)
Parallel parking: Broad Street, east side, from Pearl Street to Water
Street; and Broad Street, west side, from Pearl Street to Church Street;
except Sundays on which it shall remain diagonal parking.
(2)
On the south side of Church Street between Broad Street and William
Street.
(3)
On the north side of Pearl Street between William Street and Broad
Street and between the west curbline of Broad Street and a point 90
feet westerly therefrom.
B.
Vehicles shall be parked only on the above highways as indicated
by pavement markings.
A.
Statutory authority.
(1)
New York State Vehicle and Traffic Law § 1660 authorizes
the Town Board to prohibit, restrict or limit the stopping, standing
or parking of vehicles on Town highways.
(2)
New York State Vehicle and Traffic Law § 1203-a sets forth
the requirements for the issuance of parking permits for handicapped
persons, entitling any vehicle displaying such permit to park in any
area designated as a place for parking for persons with disabilities.
B.
The Town Board is hereby authorized to designate, by resolution,
specific parking areas on Town highways for exclusive use by physically
handicapped persons.
C.
No person shall stop, stand, or park a vehicle in any area designated
for the exclusive use by physically handicapped persons unless he
or she is or is transporting a physically handicapped person and possesses
a valid permit duly issued in accordance with New York State Vehicle
Traffic Law § 1203-a.
D.
Following the adoption of a resolution in accordance with Subsection B herein, parking areas so designated for exclusive use by physically handicapped persons shall not be restricted as such until the Town Highway Superintendent has placed signs or markings giving notice thereof in the manner deemed appropriate under applicable New York State laws, rules, and regulations.
