A person may be appointed to a board or commission by the Mayor with a majority vote of the Board of Aldermen for two (2), one-year consecutive terms. In no event shall any person be appointed to more than three (3) complete, consecutive terms, with the exception to any appointment made to an advisory committee.

All persons appointed to any board or commission of the City shall attend at least two-thirds (2/3) of the regularly scheduled meetings of the board or commission upon which they serve. Should any member of a board or commission fail to attend two-thirds (2/3) of the meetings occurring in any one (1) year measured from the time of their appointment, their position on such board or commission shall be deemed vacant and a replacement shall be named as provided. In computing attendance, no allowances shall be made for any excuses. The standard shall be in absolute meetings held as a denominator, meetings attended as the numerator.

Upon request from a member of the Board of Aldermen, it may be necessary for the Mayor to create an advisory committee. The committee must consist of at least three (3) members. The role of the appointed advisory committee may be to research a specific matter of interest or concern, assist with special events, provide a service to the community for the betterment of the City or provide expert advice to the Board of Aldermen. The advisory committee must be approved by a majority vote of the Board of Aldermen. Appointed advisory committees shall be for an indefinite period, but shall terminate at the time the Board of Aldermen adjourns sine die. Membership on advisory committees shall not be subject to the provisions of Section 145.010 related to term limitations.

A Board of Aldermen member shall be appointed to each board and commission as established and will serve as a liaison. The purpose of the liaison is to provide a conduit for communication between the Board of Aldermen and the appointed board or appointed commission. Unless otherwise provided by specific language of the Code, each Board of Aldermen liaison shall be appointed by the Mayor and confirmed by the Board of Aldermen. Board of Aldermen may voluntarily serve on advisory committees and are subject to appointment under Section 145.030.

Each member of a board or commission shall be a resident of the City for at least six (6) months immediately prior to his/her appointment and for any person appointed or reappointed after January 1, 2018, retain that residency during the term of appointment, unless a provision of the Code provides otherwise as to a specific board or commission. Unless otherwise required in this Chapter, members of an advisory committee are not required to be residents of the City.

A. 
In addition to any other procedure provided in the Code of the City of Russellville or the Charter, a board, commission or committee member may be removed from office by:
1. 
A two-thirds (2/3) vote of the Board of Aldermen if he or she:
a. 
Violates any express prohibition of the Code of the City of Russellville;
b. 
Is convicted of a felony or a misdemeanor involving moral turpitude;
c. 
Is in default to the City;
2. 
The Mayor for any reason with the concurrence of a majority vote of the Board of Aldermen; or
3. 
Shall automatically forfeit the office if he or she lacks at any time during his or her term in office any qualifications for the prescribed office.

A. 
There shall be a Parks and Recreation Advisory Committee composed of at least three (3) members, who shall be qualified for appointment by having an interest in beautification of local parks and recreation programs that promote the City of Russellville. The Mayor shall, with the approval and consent of a majority of the members of the Board of Aldermen, appoint the members of the Parks and Recreation Advisory Committee. At least three (3) members of the Committee shall be residents of the City of Russellville.
B. 
Members shall receive no compensation for their service on the Committee, but may receive reimbursement for authorized expenses, upon approval of the Board of Aldermen.
C. 
The Parks and Recreation Advisory Liaison will maintain minutes from each meeting and provide monthly updates to the Board of Aldermen on planned activities.
D. 
The Parks and Recreation Advisory Committee must in advance seek approval of all planned events and/or activities from the Board of Aldermen.

The Parks and Recreation Advisory Committee shall hold a regular business meeting at least once a quarter at a place as shall be established by rule of the Committee. The Committee may hold such additional business meetings as it shall, from time to time, deem necessary. A quorum for the transaction of business at such meetings shall be a majority of the duly appointed members of the Committee.

A. 
The Parks and Recreation Advisory Committee shall serve as an advisory board to the Board of Aldermen on issues pertaining to parks and recreation. The Committee has no official authority to establish, create, pass or enforce any of the park rules or activities without express consent of the Board of Aldermen.
B. 
The Parks and Recreation advisory committee will assume a major role in the following:
1. 
Members will work with the Chairman to help coordinate/plan community events and volunteer on various community projects in the City of Russellville.
2. 
Review current parks and recreation programs and facilities in the City of Russellville to determine additional needs, and submit recommendations pertaining to parks and recreation guidelines, policies, facilities, or user fees to the Board of Aldermen.
3. 
Provide and gather input and ideas on parks and recreation related long-range plans and goals.
4. 
Serve in an advisory capacity to the Board of Aldermen for the location, construction, maintenance and equipment of parks and recreation facilities.
5. 
Review all parks and recreation related matters submitted by the Board of Aldermen.
6. 
Make recommendations to the Board of Aldermen on operating and capital budget needs as well as fees and charges for City of Russellville owned recreation facilities.
7. 
Promote maximum utilization of parks, recreation facilities and programs.
8. 
Enhance the quality of life to all City of Russellville residents through the implementation of a wide variety of parks and recreation programs and services.

The Parks and Recreation Advisory Committee shall make an annual report to the Board of Aldermen each November giving a full account of its business and accomplishments during the prior year and its goals in the year ahead.

The Board of Aldermen, acting for the Committee, may receive Federal, State, and private grants for the work of the Committee. All expenditures shall follow adopted accounting and purchasing guidelines.

The Committee may request, and shall receive, the cooperation of City staff members in providing it assistance for the furtherance of its duties as approved by the Board of Aldermen.
