Any contract awarded pursuant to the bidding process that results
in a tie shall be decided as follows:
A.
If one of the companies is a Town-based company as defined in § 118-12 and the other company is not a Town-based company, then the Town-based company shall be awarded the contract.
B.
If both companies are Town-based or both companies are non-Town based,
as defined above, a coin flip will be performed to award the contract.
