There is hereby created, pursuant to Second Class Township Code,
Article XXII, Parks, Recreation Centers and Forests, 53 P.S. § 67201
et seq., as amended, a Park Advisory Board to be known as the "Spring
Valley Park Board."

The Board shall consist of seven members, to be appointed by
the Board of Supervisors. In making appointments to the Board, due
consideration shall be given to representation of various geographic
sections within the Township so that all members shall not be from
the same general area. The Park Board members shall serve for terms
of five years, or until their successors are appointed, except that
the terms of the members first appointed shall be so fixed that no
more than two shall be reappointed or replaced during any future calendar
year. The first members will be appointed for terms which expire December
31 of the year set forth: two for 2002 to 2003, two for 2002 to 2004,
two for 2002 to 2005 and one for 2002 to 2006. Vacancies occurring
otherwise than by expiration of terms shall be filled for the unexpired
term.
The Park Board shall appoint from its membership a Chairperson
and such other officers as it may be necessary for the orderly procedure
of its business, and may adopt bylaws, rules and regulations covering
its procedures not inconsistent with the provisions of the Township
Code. The Board shall hold regular meetings at such times and places
as it shall designate.

The Park Board shall make recommendations to the Board of Supervisors
for the maintenance and operation of the Spring Valley Park and all
outdoor and indoor recreation areas and facilities owned or controlled
by the Township of Clinton.
The Park Board shall make full and complete reports to the Supervisors
of Clinton Township at such times as may be designated or requested
by the Supervisors.
