[HISTORY: Adopted by the Board of Supervisors of the Township of Clinton 11-9-1998 by Ord. No. 98-03. Amendments noted where applicable.]
It is the intent of this chapter to promote the health, safety and welfare of the citizens of Clinton Township, Butler County, Pennsylvania, by:
A. 
Establishing a uniform system of street numbering within the Township so that there is an accurate data base in conformance with the Township's participation in the Butler County 9-1-1 Center; and
B. 
Establishing a uniform system of posting and display of address identification numbering to allow easy location of any property in an emergency situation;
C. 
Providing a mechanism for the assigning of names to private lanes within the Township to avoid confusion with streets, roads or lanes with similar lanes.
A. 
A file and map of all street numbers assigned to properties in the Township of Clinton shall be kept in the Township office.
B. 
The Board of Supervisors shall designate a person who shall assign an appropriate street number to any land parcel within the Township which has not previously been so designated. This person shall report such action to the Board of Supervisors at its next meeting and to the Butler County 9-1-1 Center promptly.
C. 
The Board of Supervisors shall have the authority to change street numbers for good cause. Property owners affected by any change of street numbers shall amend their address and re-post their street numbers to reflect the change as hereinafter provided. Changes shall be promptly reported to the Butler County 9-1-1 Center.
D. 
The designated person shall assign street numbers to each lot upon the subdivision plan of lots being given final approval.
A. 
All property owners and leaseholders of dwelling, business or institutional buildings or structures within Clinton Township shall post street numbers at the entrance drive to the property on either a mailbox or on a weather-resistant sign board at least 12 inches long by five inches high located in clear sight. If a signboard is utilized, the signboard's bottom edge shall not be less than 30 inches nor more than 60 inches above grade.
B. 
Address numbers are to be of a durable light-reflecting material or to be of a color which contrasts with the immediate background, and be Arabic numerals or alphabet letters at least four inches high, with a minimum stroke width of 0.5 inch for residential uses.

C. 
If numbers in compliance with Subsection A above are applied to a mailbox at the end of a drive, they shall be placed on each side of the mailbox and shall be clearly visible. Where two or more properties abut a private lane, a signboard shall be placed next to the intersection of the public street on which the street numbers of all the properties on the private lane are shown visible from each approach on the public street.
D. 
If a signboard is used, it shall be mounted on its own post or attached to a fence or lamppost so that numbers can be clearly seen by those approaching in either direction on the street. No advertising or other message shall appear on the signboard. It shall be the responsibility of every property owner and tenant to maintain the street numbers and signboards so that the numbers may be clearly seen and are not deteriorated.
E. 
Notwithstanding any specific provisions in this chapter, all address numbering shall be in compliance with current Uniform Construction Code requirements.

The Board of Supervisors, by resolution, may name streets, roads and lanes within the Township. Before making its final decision, the Board of Supervisors shall submit names of proposed roads, streets and lanes to the Butler County 9-1-1 Center to prevent conflicts with other road, street and lane names within the county.
A. 
The absence of any street numbers, the failure to properly maintain any number, the use of an incorrect number or the incorrect placement of street numbers by any property owner or tenant shall be a violation of this chapter.
B. 
The Township Secretary, upon probable cause of a violation, shall send notice of violation to the property owner and tenant specifying the specific violation, enclosing a copy of this chapter, and directing that the deficiency to be corrected within 30 days.
C. 
Any person who violates or permits a violation of this chapter shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a Magisterial District Judge, pay a fine of not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the Township in the enforcement of this chapter. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
