C.
To guide development in a manner that preserves the character of the surrounding residential neighborhoods; and
D.
To permit complementary uses to single-family residential development, including no-impact and limited-impact home occupations, renewable energy systems, municipal uses, schools, churches, parks and recreation, trails, and open space.
