A. 
Regular meetings. Regular meetings of the Village Board shall be held on the first Monday of each calendar month at 6:00 p.m.
B. 
Special meetings. Special meetings of the Board may be called by two Trustees in writing, filed with the Clerk at least 24 hours prior to the commencement of such meeting, who shall thereupon reasonably notify all Trustees of the time, place and agenda. The notice shall be delivered. No business shall be transacted at a special meeting, except for the purpose stated in the notice thereof.
C. 
Place of meetings. All meetings of the Board, including special and adjourned meetings, shall be held in the Village Hall.
D. 
Quorum. Four Trustees, including the Village President, shall constitute a quorum, but a lesser number may adjourn from time to time or compel the attendance of absent members. A call of the house may be ordered by majority vote if three Trustees are present.
E. 
Open meeting law. All meetings of the Village Board, committees, boards, and commissions are open to the public and shall be preceded by public notice as provided in § 19.84, Wis. Stats.

Roll call. If a quorum is not present, the meeting shall thereupon adjourn, which may be to a specified date.
C. 
Correction and approval of minutes of previous meeting.

Unfinished business from previous meeting.

New business, including introduction of ordinances and resolutions.

In the absence of the Clerk, a deputy Clerk may be appointed by the President and shall act as Clerk Pro Tem.
A. 
Control of meeting. The Village President shall preserve order and conduct the proceedings of the meeting. A member may appeal from the decision of the presiding officer. Such appeal is not debatable and must be sustained by a majority of the members present, exclusive of the presiding officer.
B. 
Absence of President. If the President is absent at any meeting, the President Pro Tem shall call the meeting to order and preside for that meeting.

C. 
Participation in debate. The presiding officer may speak upon any question or make any motion if he vacates the chair and designates a Trustee to preside temporarily.
A. 
Committee appointments.
(1) 
The Village Board shall act as a Committee of the Whole on any and all committees required for the operation of the Village. The Village Board, however, shall have the power if it deems necessary to create and appoint committees necessary for the efficient operation of the Village.
(2) 
The Village Board shall appoint all members and chairpersons of standing committees.

B. 
Committee reports. Each committee shall at the next regular meeting submit upon request a written report on all matters referred to it. Such report shall recommend a definite action on each item and, if in writing, shall be signed by a majority of the committee. Any committee may require any Village officer to confer with it and supply information in connection with any matter pending before it.
A. 
Adoption. Ordinances, resolutions, bylaws, communications and other matters submitted to the Board shall be read by title and author and referred to any appropriate committee by the President or considered by the Committee of the Whole. No ordinance, resolution or bylaw need be considered unless presented in writing by a Trustee. Unless requested by a Trustee before the final vote is taken, no ordinance, resolution or bylaw need by read in full.
B. 
Whenever posting is authorized in lieu of newspaper publication, ordinances shall be posted in the following places:

(1) 
The People's Community Bank, Barneveld branch.
(2) 
Barneveld post office.
(3) 
Barneveld-Brigham Municipal Building.
A. 
The deliberations of the Board shall be conducted in accordance with the parliamentary rules contained in Robert's Rules of Order, current edition, which is hereby incorporated in this section by reference. No person other than a member shall address the Board, except by majority vote of the members present. No ordinance, resolution or other motion shall be discussed or acted upon unless it has been seconded. No motion shall be withdrawn without the consent of the person making the same and the person seconding it.
B. 
The following are the general rules of procedure in conformity herewith:
(1) 
No Trustee shall address the Board until he has been recognized by the presiding officer. He shall thereupon address himself to the President and confine his remarks to the question under discussion and avoid all personalities.
(2) 
When two or more members simultaneously seek recognition, the presiding officer shall name the member who is to speak first.
(3) 
No person other than a member shall address the Board, except by vote of a majority of the members present.
(4) 
No motion shall be discussed or acted upon unless and until it has been seconded, unless the rules permit one Trustee to initiate action. No motion shall be withdrawn without the consent of the person making the same and the person seconding it.
(5) 
When a question is under discussion, no action shall be in order except the following, which shall have precedence in the order listed:
(a) 
To adjourn.
(b) 
To lay on the table.
(c) 
The previous question.
(d) 
To postpone to a certain day.
(e) 
To refer to a committee.
(f) 
To amend.
(g) 
To postpone indefinitely.
(6) 
Any member desiring to terminate debate may move the previous question, in which event the President shall announce the question as "Shall the main question now be put?". If a majority of the members present vote in the affirmative, the main question shall be taken without further debate; its effect being to put an end to all debate and bring the Board to a direct vote, first upon any pending amendments and then upon the main question.
(7) 
Any Trustee may demand an aye and nay vote on any matter and such vote shall be entered in the proceedings. Every member shall vote when a question is put, unless the Board, by a majority vote of those present, shall excuse him for special cause. A majority vote of all members of the Board in favor of any proposed ordinance, resolution or appointment shall be necessary for passage or approval, unless a larger number is required by statute. Except as otherwise provided, a majority vote of those present shall prevail in other cases.
(8) 
A motion to adjourn shall always be in order and a motion to adjourn, to lay on the table and a call for the previous question shall be decided without debate.
It shall be in order for any member voting in the majority to move for a reconsideration of the vote on any question at that meeting. A motion to reconsider being put and lost shall not be renewed. A Trustee may not change his vote on any question after the result has been announced.
These rules, or any part thereof, may be temporarily suspended in connection with any matter under consideration by a recorded vote of 2/3 of the members present.
