A.
Applications for use: All application requests for the use of the Village Hall meeting rooms thereof shall be made to the Director of Parks and Recreation or their designee at least 30 calendar days in advance of the date(s) requested. Dates requested shall be clearly stated on the application for Village Hall meeting rooms form. The submitted application shall be reviewed by the Parks and Recreation Department under the conditions and limitations included below. Approved applications shall provide the following:
(1)
A completed Village of Ridgewood Parks and Recreation hold harmless agreement.
(2)
A certificate of liability insurance, from an insurance carrier acceptable to the Village, with a minimum in the amount of $2,000,000 aggregate coverage, naming the Village of Ridgewood as additional insured, may be required for certain uses of the Village Hall meeting rooms.
(4)
Acknowledgement and acceptance of the conditions of the Ridgewood Community Center Policies and Procedures.
B.
Classes of usage. The use of the rooms and facilities of the Village Hall shall be available to local Village of Ridgewood organizations in accordance with the following order of priority:
(1)
Class A: Official business meetings of Village of Ridgewood municipal government agencies or departments; Ridgewood Board of Education, Village Council-appointed boards and committees, and official professional association meetings.
(2)
Class B: Groups meeting under the sole jurisdiction and direction of the Village of Ridgewood and activities co-sponsored/recognized by the Village of Ridgewood.
(3)
Class C: Village of Ridgewood, Ridgewood Board of Education, and local branches of clubs and groups, both charitable and/or civic in nature [Membership in this category must be comprised of a majority of Ridgewood residents (60%) and the organization must have a Village of Ridgewood mailing address].
(4)
Class D: Village of Ridgewood residents and all other groups or organizations of the Village of Ridgewood.
(5)
Class E: Nonresidents.

D.
Conduct. The conduct of meetings utilizing Village Hall facilities shall be respectable and well governed. The following conditions shall apply:
(1)
No unpatriotic acts or actions.
(2)
No religious acts or actions.
(3)
All children under the age of 18 years shall be supervised by the adults signing the application.
(4)
No alcoholic beverages are or will be permitted in the building or on adjacent Village of Ridgewood property for any meeting or function.
(5)
No smoking is permitted inside or within 25 feet of the outside of the building.
(6)
No gambling or raffles of any type shall be permitted.
(7)
A specific additional application and approval is required for groups to conduct sales or fundraising in support of a particular activity.
(8)
No part of the building, except the space permitted in the approved application, will be entered or used.
(9)
Village Hall must be vacated by 4:30 p.m., if used during the workday, and 10:00 p.m. if used in the evening. Any group or room use after the designated closing time must pay additional security coverage and room rental fees (with a one-hour minimum charge).
E.
Fee schedule. The following fees are assessed to cover the cost of utilities and maintenance for the desired space used. Please make all checks payable to the Village of Ridgewood. Please be sure to include setup and cleanup in your time request.
(2)
Class B: For all organizations falling into priority Class B:
(a)
All rooms shall be available for use.
(b)
There shall be no room use charge during regular open business hours, Monday through Friday, 8:30 a.m. to 4:30 p.m.
(c)
No security staff charge will be rendered during normal work hours, Monday through Friday, 8:30 a.m. to 4:30 p.m.
(d)
If staffing is required, a security charge as set forth in Ch. 145, Fees, shall apply during weekends, public holidays, as well as hours after 4:30 p.m. Large groups (over 75 attending) will also require one additional Village Staff member for security of the building at the rate as set forth in Ch. 145, Fees.
(3)
Class C: For all organizations falling into priority Class C, the following charges shall apply (minimum of two hours):
(d)
If staffing is required, a security charge as set forth in Ch. 145, Fees, shall apply during weekends, public holidays, as well as hours after 4:30 p.m. Large groups (over 75 attending) will also require one additional Village Staff member for security of the building at the rate as set forth in Ch. 145, Fees.
(4)
Class D: For all organizations falling into priority Class D, The following charges shall apply (minimum of two hours):
(b)
