Words and phrases, when used in this Part 6 shall have the meanings ascribed to them in the Vehicle Code of the Commonwealth of Pennsylvania, 75 Pa.C.S.A. § 101 et seq., as now in force or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural, and the masculine shall include the feminine.

The Board of Supervisors is hereby granted power to regulate, restrict and prohibit traffic and parking for limited times on the rights-of-way of any state highway or Township road within the Township in the event of a snow emergency.

As used in this section, certain terms are defined as follows:
SNOW
Any precipitation depositing any accumulation on the streets and highways, including snow, sleet, hail, ice and freezing rain.
SNOW EMERGENCY
A state of highway condition that is hazardous and dangerous to vehicular and pedestrian traffic and is so declared by the Chief of Police of the Township, or his designee.

In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the streets, roads, and highways of the Township, the Chief of Police, in his discretion, may declare a snow and ice emergency, designated in this Part 6 as "snow emergency." Information on the existence of a snow emergency may be given by the Township through radio, newspaper or other available media, and information on the termination or modification of the emergency may be given by use of the same media.

1. 
Upon declaration of a "snow emergency" it shall be unlawful, at any time during the continuance of the snow emergency, for any person:
A. 
To park or leave unattended a motor vehicle or to allow that vehicle to remain parked or unattended anywhere on the following roadways, streets, highways, or rights-of-way:
(1) 
Snow Emergency Routes.

From Tatamy Road to Route 191

From Route 191 to Tewksbury Court

From Willowdale Avenue to North Broad Street

B. 
To blow snow or deposit snow on the roadways, streets, highways, or rights-of-way of any state or Township road.

Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any roadway, street, highway, or right-of-way of any state or Township road during a snow emergency may be removed or towed to any other location upon order of the Township Police Department at the owner's expense.

Any person, firm or corporation who shall violate any provision of this Part 6, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not less than $50 nor more than $1,000 plus costs for every violation, for the use of the Township, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
