A. Office
Of City Administrator. The Board of Aldermen may appoint a City Administrator
who shall serve as an at-will employee. The City Administrator shall
be subject to the ultimate direction and supervision of the Board
of Aldermen, but with respect to day-to-day matters, the City Administrator
shall also be subject to the direction and supervision of the Mayor.
B. Qualifications.
The City Administrator shall be a person at least twenty-five (25)
years of age and shall be sworn in under the usual oath of office.
The City Administrator shall hold office and serve at the pleasure
of the City. The City Administrator may be removed from office in
accordance with the provisions of Chapter 79, RSMo., pertaining to
the removal of appointive officers.
C. Powers
And Duties. The City Administrator shall exercise the following powers
and fulfill the following obligations:
1. Carry out all policies, ordinances and directions enacted by the
Board of Aldermen and executive orders of the Mayor under the Mayor's
authority granted by Statute, the Municipal Code or by the Board of
Aldermen from time to time.
2. Prepare and present to the Board of Aldermen an annual report of
the City's affairs, including any information specifically requested
by the Board.
3. Assist the Board of Aldermen in preparation of the annual budget.
4. Oversee all purchasing, including the advertisement of bids.
5. Oversee all financial transactions and ensure proper accounting of
City receipts, expenditures, and fund balances.
6. Perform all functions and responsibilities previously performed by
the City's Treasurer.
7. Supervise, on a day-to-day basis, the City Clerk, the assistant to
the City Clerk and the administrative functions of the Court Clerk.
8. Appear at all Board meetings.
9. Perform such other duties as requested by the Board of Aldermen.
D. When
no City Administrator has been appointed, the duties and obligations
cited in this Article shall be divided among other City employees
or elected officials, at the discretion of the Board of Aldermen.
E. Compensation.
The compensation for the City Administrator shall be as established
from time to time by the Board of Aldermen.
