A. At the first meeting of the Board of Aldermen, and thereafter within
twenty (20) days after the annual April election of each year, the
Board of Aldermen may appoint some qualified person as City Clerk,
who shall hold said office until a successor is appointed by the Board
of Aldermen and qualified, unless sooner removed by the Board of Aldermen.
B. The duties and term of office of the City Clerk shall be fixed by
ordinance. Among other things, the City Clerk shall keep a journal
of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the
records and papers belonging to the City which may be entrusted to
his/her care; he/she shall be the general accountant of the City;
he/she is hereby empowered to administer official oaths and oaths
to persons certifying to demands or claims against the City.
C. The City Clerk shall have and perform all of the powers, rights and
duties as are now provided by the ordinances of this City and the
laws of this State for the office of City Clerk and City Collector,
and is authorized to perform all official acts of either the City
Clerk or City Collector on their behalf and in their place and stead.
D. The person named to the office of City Clerk may further be employed
by the Board of Aldermen to perform such clerical and other duties
for the City of Bel-Nor as the Board may from time to time designate
and shall receive compensation therefor in amounts to be determined
by motion and vote of the Board of Aldermen on an hourly, weekly,
monthly, or other convenient salary basis.
E. The City Clerk shall give bond in such amount as the Board of Aldermen
may determine from time to time, which is permitted by law and not
less than ten thousand dollars ($10,000.00), the cost thereof to be
paid by the City.
