B. 
Such zones shall be clearly marked with time limits as determined by Council, which may time to time be amended. In such cases as necessary for the proper management of on-street parking resources, the Borough Manager may set or amend said time limits until approved by Council at future meeting.
C. 
Parking meters may temporarily be placed out of service for special events, maintenance, or adjacent construction at the direction of the Mayor or Town Council; said authority to be delegated to the Finance Department.

It shall be unlawful for any person to park a vehicle or to allow the same to remain parked for longer than the time limit herein established in any parking meter zone, at any time, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, upon any streets herein established as parking meter zones, provided that the requirements of this article as to parking time limit and as to the deposit of coins in parking meters shall not apply on legal holidays as defined in this chapter and Saturdays and Sundays.
Parking meters installed in the parking meter zones established as provided in § 286-39 of this article shall be placed upon the sidewalk and immediately adjacent to the individual parking spaces hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough and, when occupied, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal or overtime parking.
Lines and/or markings shall be painted or placed upon the curb, sidewalk and/or highway adjacent to each parking meter for the purpose of designating the parking space for which such meter is to be used. Each vehicle parked adjacent to any parking meter shall be parked wholly within the lines or markings so placed and applicable to such meter. It shall be unlawful and a violation of this article to park any vehicle across any such line or marking or to park any vehicle in such a position that such vehicle shall not be wholly within the area so designated by such lines or markings.
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter; when a parking space in any parking meter zone shall be served by a double-headed meter, the foremost vehicle shall be parked so that the hindmost part of such vehicle shall be nearest the parking meter, and the hindmost vehicle shall be parked so that the foremost part of such vehicle shall be nearest the parking meter, or, when a parking space in any parking meter zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.

Whenever any vehicle is to be parked in any space adjacent to which a parking meter shall have been placed, at any time during the period of limited parking as herein prescribed, the operator of such vehicle shall, upon entering such parking space, immediately deposit or cause to be deposited in such parking meter one or more proper coins of the United States as shall be specified in the legend upon such parking meter.
A. 
Upon the deposit of such coin or coins and placing the meter in operation, such parking space may be lawfully occupied upon payment of a fee, which may be set from time to time by resolution of Town Council.

B. 
If any vehicle shall remain in any such parking space for such length of time that the meter shall indicate by a proper signal that the lawful parking time shall have expired, such vehicle shall be considered as having been parked overtime, and the parking of a vehicle overtime shall be a violation of this article.

A. 
It shall be unlawful and a violation of this article for any person to deposit or to cause to be deposited in any parking meter any coin for the purpose of increasing or extending the parking time of any vehicle beyond the total legal parking time herein established for said parking meter zone (i.e., feed the meter). In such cases, the vehicle operator must relocate their vehicle to an alternative parking space.
B. 
Tradesperson parking permits: The Borough of Chambersburg herein establishes a system to allow a tradesperson to remain parked at parking meters in excess of the time limits established for said parking meter zone.
(1) 
The permits shall be of a type determined by the Borough Treasurer and shall be displayed in the front windshield of the registered vehicle so that the permit is clearly visible through the windshield.
(2) 
It shall be a violation of this section for any person to use or display a permit or to make available or permit its use or display in or on a vehicle not authorized or entitled hereunder to use or display the same.
(3) 
The issuance of a permit to any person for any motor vehicle shall not be construed to reserve a metered parking space.
(4) 
The holder of a tradesperson permit may park at any on-street parking meter, for an unlimited time, without additional deposit of coins during those hours when said parking meters are in effect.
(5) 
Tradesperson permits may not be used for parking meters on the same block as the tradesperson's principal business location.
(6) 
Tradesperson permits may not be used for off-street parking meters.
(7) 
Tradesperson permits may not be used on Main Street, between King Street and Washington Street, nor on Lincoln Way, between Memorial Square and Second Street, nor on Memorial Square.
(8) 
On days and times when utilized, each tradesperson permit must be accompanied by a legible note placed on the driver's windshield, stating the address where the tradesperson is working that day. Their note will inform the Borough of their current day worksite, so that the Borough can confirm that the permit is being utilized for legitimate purposes. Failure to properly display a work site location is a violation of this chapter.
(9) 
The fee for tradesperson permits will be assessable by the Borough for the administration and enforcement undertaken pursuant to this article and the Code, and shall be established by the Borough by resolution from time to time. Current fee schedules are available from the office of the Borough Secretary.
(10) 
The application for a tradesperson permit shall contain the following information:
(a) 
The name and principal business address of the owner of the motor vehicle for which the permit is sought;
(b) 
The make, model and registration (license plate) number of that motor vehicle;
(c) 
The driver number of the person in possession of the vehicle for which the permit is sought as taken from that person's current driver's license.
(11) 
No more than one tradesperson permit may be granted to any person or vehicle. Tradesperson permits are valid only for a vehicle of the applicant for which the application is specifically made.
(12) 
The Borough Treasurer may require satisfactory proof of all information set forth on any application and any other information deemed necessary.
(13) 
It shall be a violation of this section for any person to submit incorrect information on an application for a permit or it seeking a renewal thereof.
(14) 
If a person to whom a tradesperson permit is currently issued sells or otherwise disposes of the motor vehicle for which that permit has been issued, such person shall remove the permit and return it to the Borough Treasurer. If such person replaces that vehicle with another during the then-current period of such permit, the Borough Treasurer shall, on application therefor, issue a replacement permit of the same type for that motor vehicle for the balance of the period without another application fee being paid.
(15) 
In addition to the other penalties provided in this chapter, the Borough Treasurer may declare a tradesperson parking permit to be forfeited for any violation of this section by the holder thereof and require the permit to be delivered to the Finance Department.
It shall be unlawful and a violation of this article for any person to permit a vehicle to remain in any parking space adjacent to a parking meter when such meter shall display a signal indicating that such vehicle shall already have been parked beyond the period of time prescribed for such parking space.
It shall be unlawful and a violation of this article for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article, provided that nothing herein shall apply to the servicing or opening of parking meters by officers, employees and/or peace officers of the Borough under the direction of the Mayor and/or the Borough Council.

A. 
It shall be the duty of the peace officers of the Borough to report:
(1) 
The number of each parking meter that indicates that the vehicle occupying the parking space adjacent thereto is or has been parking in violation of any of the provisions of this article;
(2) 
The hour and date of such violation;
(3) 
The state license number of such vehicle; and
(4) 
Any other facts, the knowledge of which shall be necessary for an understanding of the circumstances attending such violation.
B. 
Every such police officer shall also place upon such vehicle a ticket to the owner or operator thereof that such vehicle was parked in violation of the provisions of this article and instructing such owner or operator that if he shall report to the office of the Chief of Police and pay, for the use of the Borough, the sum indicated below, or if he shall place the sum indicated below enclosed within the envelope provided in any of the special parking fine boxes installed at various locations within the Borough within such time limits, the same shall save such violator from prosecution and from payment of the fine and costs hereinafter provided in § 286-49 of this article.
C. 
The following are the payments required by a violator within certain specified time limits: the sum of $5 within 72 hours after the time of issuance of the ticket; the sum of $20 after 72 hours but within six days after the time of issuance of such ticket; or the sum of $40 after six days but within 15 days after the time of the issuance of such ticket. If a ticket has not been paid within six days, the Police Department may, but is not required to, send a warning to the violator that a citation will be filed if the ticket has not been paid within 15 days of the date of the ticket.

A. 
Tickets may be left on the windshield of the vehicle in the form established by the Borough or delivered by regular mail to the owner of such vehicle in violation.

B. 
Ticket amounts are due upon their issuance and may be paid, in person, at the Borough office during regular business hours.

C. 
Any person violating any of the provisions of § 286-47, Unlawful to tamper with meter, shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $50, restitution, and costs of prosecution and, in default of payment of such fine and costs, to undergo incarceration for a period not to exceed five days.
D. 
Penalties for violation of § 286-51.
(1) 
Any person and/or entity violating any of the provisions of § 286-51, entitled "Handicapped parking stalls established," shall, upon conviction thereof, be guilty of a summary offense and sentenced to pay a fine of not more than $200 plus court costs and reasonable attorney fees and, in the event of default of payment, such violator may be sentenced to imprisonment for a period not to exceed five days. Each day and/or each violation by the same person and/or entity shall be considered a new and separate violation of the Code of the Borough of Chambersburg.
(2) 
Borough police officers and peace officers as defined herein are hereby duly authorized to issue a ticket in the form established by the Borough to any person and/or entity violating the provisions of § 286-51. The ticket shall instruct such violator that if he, she, or it reports to the Borough office and pays the Borough the sum of $50 within 72 hours of the date of issuance of the ticket, then such payment shall save the violator through prosecution by a citation, which prosecution may result in court costs and attorney fees being assessed against the violator in addition to the fine.
(3) 
Notwithstanding the above, any police officer or peace officer shall have the sole and absolute discretion to issue a citation without first issuing a ticket as provided for herein.
E. 
Penalties for violation of Article IV; exceptions.
(1) 
Any person and/or entity violating any of the provisions of this Article IV, On-Street Metered Parking, except §§ 286-47 and 286-51 and/or as set forth in Subsections C and D above, shall, upon conviction thereof, be guilty of a summary offense and sentenced to pay a fine of not more than $40 plus court costs and reasonable attorney fees and, in the event of default of payment, such violator may be sentenced to imprisonment for a period not to exceed five days. Each day and/or each violation by the same person and/or entity shall be considered a new and separate violation of the Code of the Borough of Chambersburg.
(2) 
Borough police officers and peace officers as defined herein are duly authorized to issue a ticket in the form established by the Borough to any person and/or entity violating any provisions of this Article IV, On-Street Metered Parking, except §§ 286-47 and 286-51 and/or as set forth in Subsections C and D above. The ticket shall instruct such violator that if he, she, or it reports to the Borough office and pays the Borough the sum of $5 within 72 hours of the date of issuance of the ticket, then such payment shall save the violator through prosecution by a citation, which prosecution may result in court costs and attorney fees being assessed against the violator in addition to the fine.
(3) 
The ticket set forth in this subsection shall also instruct such violator that if he, she, or it reports to the Borough office and pays the Borough the sum of $20 after 72 hours but within not more than six days of the date of issuance of the ticket, then such payment shall save the violator through prosecution by a citation, which prosecution may result in court costs and attorney fees being assessed against the violator in addition to the fine.
(4) 
Notwithstanding the above, any police officer or peace officer shall have the sole and absolute discretion to issue a citation without first issuing a ticket as provided for herein.
The Borough Council may suspend in whole or in part the parking meter regulations set forth in this article during such days and such hours as may be designated by it.[1]

The following are hereby established as reserved metered parking stalls for handicapped persons or disabled veterans, and it shall be unlawful for any person to park any vehicle in such areas, at any time, which does not bear a special handicapped registration plate or display a placard issued by the commonwealth or any other state evidencing a handicapped person or disabled veteran's vehicle:
A. 
Stall of northeast quadrant of Memorial Square in front of the Chambersburg Trust Company building.
B. 
Stall of southeast quadrant of Memorial Square in front of the Farmers and Merchants Bank building.
C. 
First stall on the north side of East Queen Street just east of the entrance to the East Point Parking Lot.
D. 
First stall on the south side of East King Street just east of North Main Street.
