The Township Committee deems it necessary and appropriate for
the health and welfare of the residents of the Township of Wall to
promote public health within the community. To address those concerns,
the Township Committee wishes to create a Health Advisory Board in
accordance with the statutory requirements of N.J.S.A. 26:3-1 et seq.,
to provide continuing advice to it and the citizens of this community
on matters pertaining to public health in the Township. The Health
Advisory Board will provide policy and action recommendations, act
to support the Township Committee in its capacity as the Board of
Health and serve as public health advocates to the community.
There is hereby created and established, pursuant to N.J.S.A.
26:3-3, a board to be known as the "Health Advisory Board of the Township
of Wall."
A.
The members constituting the Health Advisory Board shall be appointed
by resolution of the Township Committee for a term of three years.
One of the members may be, in the discretion of the Township Committee,
a licensed physician or licensed physician's assistant of the State
of New Jersey. One of the members may be, in the discretion of the
Township Committee, a school nurse of one of the Township's schools.
Two of the members shall be members of the Township Committee whose
term on such Board shall be concurrent with his/her term on the Township
Committee. Other members shall include the Township Administrator
or his/her designee, the Township Clerk or his/her designee and the
Township's Code Enforcement Officer.
B.
If any vacancies occur among the members of the Health Advisory Board,
they shall be filled by resolution of the Township Committee but only
for the unexpired portion of such terms.
C.
All members of the Board shall serve without compensation, except
that the members of the Board shall be reimbursed by the Township,
with prior approval, for expenses incurred while performing any function
as a member of the Board.
A.
The Health Advisory Board's Chairman shall be the Township Administrator
or his/her designee. The Chairman's duties shall be to fix meeting
dates, conduct the meetings, appoint subcommittees and arrange the
activities and functions of the Board so that they may be accomplished
in an orderly and productive fashion.
B.
The Township shall provide a secretary to the Health Advisory Board
whose duties shall be to record the minutes of all meetings and to
receive and transmit all correspondence of the Board.
C.
A Certified Public Health Officer will attend all Health Advisory
Board meetings in accordance with the Township's Public Health Shared
Services Agreement.
The powers and duties of the Health Advisory Board are as follows:
A.
Advise and consult with the Health Officer with respect to the public
health needs and programs of the Township.
B.
Review and make recommendations to the Health Officer with respect
to public health hazards in and about the Township.
C.
Study and report on proposed health-related ordinances to the Health
Officer, the Township Administrator and Township Committee.
The Health Advisory Board shall receive from all Township officials,
offices and departments such assistance as may be proper and reasonably
necessary to aid the Committee in the performance of its duties.
The Health Advisory Board shall submit a budget request to the
Township Committee which shall appropriate in each annual budget of
the Township such sum as may be determined by the Township Committee
to be necessary to accomplish the purposes set forth herein, and to
implement those recommendations of the Board which the Township Committee,
in its discretion, deems feasible and appropriate.
