All mobile homes and service buildings shall be connected to
an approved public sewerage system. Individual sewer-riser pipes having
a minimum diameter of four inches shall be located on each mobile
home stand and shall extend at least one inch above ground level.
The sewer-riser pipe shall be sealed with a securely fastened plug
or cap when the mobile home site is unoccupied.
Paved off-street parking spaces shall be provided in all mobile home parks in accordance with the requirements of Chapter
420, Zoning. Two off-street spaces per dwelling unit shall be provided on the mobile home site.
Every mobile home park shall be provided with an underground
electrical distributing system to which every mobile home and service
building shall be connected. Such system and connections shall be
installed and maintained in accordance with the specifications and
rules of the utility company, in the Borough and the state, pertaining
thereto. Any telephone or cable TV installations shall also be underground.
Solid waste disposal and vector control shall be the responsibility
of the mobile home park operator and shall be performed in accordance
with the requirements of the Pennsylvania Department of Environmental
Protection.
All mobile home parks shall provide plantings as set forth in §
420-1206B(2) of Chapter
420, Zoning.
In order to assure that mobile home parks are used only for
long-term residential occupancy, no space shall be rented for residential
use of a mobile home in any mobile home park except for periods of
180 days or more, and no mobile home shall be admitted to any park
unless it meets the requirements of the Building Code of the Pennsylvania
Department of Community Affairs and bears the seal thereof.
Plans for the subdivision, development, construction and occupancy
of mobile home parks shall be subject to review by the Borough Planning
Commission and the County Planning Commission and the approval of
the Council in accordance with this chapter. The same shall be in
the manner made and provided for the regulation of the subdivision
of all other lands of the Borough.
No permits and/or certificates relating to the construction, alteration or use and occupancy of any mobile home park shall be issued until and unless all prescribed fees have been paid, guarantees provided, and all other terms and conditions of this chapter and Chapter
420, Zoning, and the regulations of the Pennsylvania Department of Environmental Protection have been complied with. This section shall apply to existing parks which shall comply with this chapter and Chapter
420, Zoning, immediately.
