A. The St. James Regional Economic Development Committee shall have
as its purposes:
1.
To attract new tourism-related businesses to locate in the St.
James region;
2.
To encourage growth, expansion and retention of existing businesses
within the St. James region;
3.
To create and implement a strategic plan to increase tourism
and the economic vitality it generates.

A. The St. James Regional Economic Development Committee shall have
the following duties:

Participate in State, County, and local economic development
and tourism planning.
3.
Submit an annual report to the St. James City Council in December
of each year.
B. Limited Authority.
1.
The St. James Regional Economic Development and Tourism Committee
shall possess no aspect of policy or rule-making authority for the
City of St. James. Advise or information from the St. James Regional
Economic Development Committee shall not be binding upon the City
of St. James City Council, nor shall any action of the St. James City
Council be dependent first upon any recommendation or review by the
St. James Regional Economic Development and Tourism Committee.
2.
The St. James Regional Economic Development and Tourism Committee
may not incur any debt nor contract for any goods in the name of the
City of St. James Missouri.

A. Membership. The St. James Regional Economic Development and Tourism
Committee shall consist of eleven (11) members appointed by the Mayor
and confirmed by a majority of the City Council. Those members will
be filled as follows:

Chamber of Commerce Director.
5.
Missouri Community Betterment Committee Member.
6.
Industrial Development Authority Committee Member.
7.
Rolla Regional Economic Commission Director.
8.
Tourist Destination Business.
9.
Tourist Destination Business.
10.
Outdoor Recreation Business.
B. Term Of Office. Members shall serve on the committee for four-year
terms. Any member desiring to resign from the committee shall submit
a resignation in writing to the City Clerk, who shall present it to
the City Council for action.

The officers of the St. James Economic Development and Tourism
Committee shall be as follows: Chairperson, Vice Chairperson and Secretary.
The officers shall be elected by ballot of the committee members to
serve one (1) year or until their successors are elected and qualified,
and their term of office shall begin at the close of the regular January
meeting.

Regular meetings of the committee shall be held quarterly. Special
meetings may be called by the Chairperson or upon the written request
of two (2) or more members of the committee. Each committee member
shall be notified of a meeting at least twenty-four (24) hours in
advance of the meeting, and written notice of each meeting shall be
posted at least twenty-four (24) hours in advance.
