(a)
Prohibitions. Except when necessary to avoid conflict with other traffic, or to protect the safety of any person or vehicle, or in compliance with law, or the directions of a police officer or official traffic control device, no person shall:
(1)
Stop, stand or park a vehicle:
A.
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
B.
On a sidewalk or between a sidewalk and the curb.
C.
Within an intersection.
D.
On a crosswalk.
E.
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices or within 75 feet of the intersection of curb lines on those intersections in which safety zones are marked out.
F.
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
G.
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
H.
On any railroad tracks.
I.
In the area between roadways of a divided highway, including crossovers.
J.
At any place where official signs prohibit stopping.
K.
Within a 25 feet from the intersection of curb lines or, if none, within 15 feet of the intersection of property lines at an intersection, except at alleys.
L.
Within 50 feet of the entrance to any public, private or parochial school between the hours of 7:30 a.m. and 4:30 p.m. during the months in which such schools are in session.
M.
In any alley.
(2)
Stand or park a vehicle:
A.
In front of a public or private driveway.
B.
Within 15 feet of a fire hydrant.
C.
Within 20 feet of a crosswalk at an intersection.
D.
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the side of a roadway.
E.
Within 20 feet of the driveway entrance to any fire station or, when properly sign posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance.
F.
Where the vehicle would prevent the free movement of a bus.
G.
On a limited access highway unless authorized by official traffic control devices.
H.
At any place where official signs prohibit standing.

Stand or park a vehicle within a designated bicycle lane.
A.
A bicycle lane is defined as a portion of the roadway that has been designated by striping, signage, and/or pavement markings for the preferential or exclusive use of bicyclists.
B.
When applicable, this following exemptions to parking in a designated bike lane:
1.
Ambulance, police or fire service vehicles or any other vehicle actively engaged in responding to an emergency.
2.
Vehicles actively engaged in works undertaken for or on behalf of the City, the Erie Metropolitan Transit Authority or a public transit agency authorized to operate in the City.
3.
Vehicles actively engaged in works undertaken for or on behalf of a public utility, including utilities providing electricity, energy, telecommunications, water supply or wastewater related services.
4.
Vehicles actively engage in works undertaken for or on behalf of any activity associated with the collection of solid waste, recyclable material or yard debris.
5.
Vehicles actively engage in works undertaken for or on behalf of a state, a county or a city to perform maintenance or repair work on the roadway.
6.
School buses actively engaged in the pick up or discharge of children, providing that the flashing school bus safety lights on the bus are operating.
7.
Vehicles actively engaged in the pick up or discharge of a passenger, including a passenger with a disability.
8.
Vehicles actively engaged for the purpose of delivering mail, packages, parcels, food, groceries and/or other items via a delivery service.
9.
Vehicles actively engaged for the purpose of loading or unloading property or passengers.
10.
Vehicles actively engaged for the purpose of performing a home and garden maintenance or repair service(s), including services provided by a contractor, landscaper and/or other home and garden service provider.
11.
Vehicles actively engaged in compliance with a law and/or at the direction of a police officer or a traffic control device.
12.
When the driver of a vehicle that is disabled in such a manner and to such extent that the driver cannot avoid stopping or temporarily leaving the disabled vehicle in a prohibited position.
13.
When the driver's disregard of the prohibitions is necessary to avoid conflict with other traffic.
14.
With proper notice to the City and/or the Parking Authority, any excess parking for the annual community garage and/or yard sale.
15.
With proper notice to the City and/or the Parking Authority, any excess parking for church or religious services.
16.
With proper notice to the City and/or the Parking Authority, any excess parking for celebrations such as graduations, holidays and/or other large events.
(b)
Unattended vehicle on private property. No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property, except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.
