The City shall from time to time grant or renew franchises to
qualified companies, corporations or individuals for the furnishing
of electric light and power, for the furnishing of natural or artificial
gas, and for the furnishing of telephone service. The proceedings
of the granting of such franchises shall be in accordance with the
laws of the State of Missouri. Such franchises shall be granted or
renewed for such periods of time as shall be deemed by the Board of
Aldermen to be to the best interest of the City and the inhabitants
thereof, but shall not exceed twenty (20) years.
