§ 13-53 Residential parking permit zones.

(a) Designation of zones. The following locations are hereby designated as residential permit parking zones:

(1) All zones established under Section 13-26 "Two hour zones — Unmetered."

(2) Municipal parking lot 6 and that portion of municipal parking lot 3 designated as residential permit parking as more particularly described in Section 13-30.

(b) Establishment of subzones. The Police Department, or other Town official designated by the Town Administrator, shall institute rules to limit parking of a vehicle to within a reasonable distance of the address of their residence.

(c) Marking of zones. Each residential parking permit zone shall be marked with signs at regular intervals indicating "No Parking Over two Hours Without Permit 8:00 a.m. to 2:00 p.m. Monday-Friday."

(d) Marking of spaces in residential parking lots. Parking spaces in unmetered lots shall be marked by lines in the street, on the pavement or on the curb to indicate or set off the space within which a vehicle may be parked. It shall be unlawful to place or park a vehicle across or beyond any such parking line or beyond such parking mark.

(1) North side of Edgar Road between Rahway Avenue and Hyslip Avenue.

(2) East side of Lynwood Place between Codding Road and First Street.

(3) The 565-foot section running along the easterly side of the outer curbline of Stoneleigh Park and the 620 foot section running along the westerly side of the outside curbline of Stoneleigh Park which are more particularly described in Section 13-21 hereof relating to Stoneleigh Park.

(4) Westerly side of Dorian Court.

(6) Southerly side of Dorian Road, between Rahway Avenue and Hyslip Avenue.

(9) Westerly side of Rahway Avenue, beginning at the southerly curbline of Westbrook Road and extending in a southeasterly direction 425 feet.

(10) Southerly side of Fourth Avenue, between its intersection with the southerly side of South Chestnut Street until the intersection with Salter Place.

§ 13-54 Issuance of residential parking permits.

(a) Issuing authority. The Parking Division of the Westfield Police Department shall issue permits for residential permit parking for automobiles and noncommercially registered or used pickup trucks, vans or sport-utility vehicles.

(b) Contents of application. Each applicant for a residential parking permit shall provide:

(1) Name;

(2) Residence address (which must front or side on a block designated as a residential permit parking zone); and

(3) Make, model, year, and license number of vehicle.

(c) Evidence supporting application. Each applicant for a residential parking permit shall present to the Parking Division of the Westfield Police Department:

(1) A vehicle registration containing information consistent with the applicant's application;

(2) Documentation indicating that the applicant is the principal operator of a leased or company vehicle, and containing information consistent with the applicant's application; and

(3) Evidence that the applicant does not have access to parking on the property.

(d) Contents of permit. Each residential parking permit shall contain:

(1) Make, model, year, and license number of vehicle;

(2) Expiration date of permit.

(e) Duration of permit. Each residential parking permit shall be valid for one calendar year or part thereof.

(f) Fee. There shall be no fee charged for the issuance of each residential parking permit.

(g) Replacement of permit. The Parking Division of the Westfield Police Department shall issue a replacement for a lost residential parking permit, provided that proper proof and information is provided by the applicant.

(h) Guest permit. A resident of a residential permit parking zone may apply for a fifteen-day guest permit, provided that no more than one guest permit is issued to the same address at any given time. A vehicle may not be the subject of a guest permit for more than six occasions in any given year. A resident of a residential permit parking zone may apply for a guest permit by providing:

(1) His or her own name;

(2) His or her own residence address (which must front or side on a block designated as a residential permit parking zone);

(3) The name of the guest;

(4) The residence address of the guest; and

(5) The make, model, year, and license number of the guest vehicle.

(i) Maximum number of permits. There shall be a limit of two permits issued for each dwelling unit.

§ 13-55 Prohibitions.

(a) Parking vehicle without permit.

(1) Residential permit parking zones. No vehicle shall be parked for a period of more than two hours, between the hours of 9:00 a.m. and 2:00 p.m., Monday through Friday, along the curb in any residential permit parking zone, unless such vehicle shall have prominently displayed, in the left lower corner of the rear window thereof, a current residential parking permit for that vehicle to park in that zone.

(2) Residential permit parking lots. No vehicle shall be parked in a municipal parking lot designated as residential permit parking unless such vehicle shall have displayed, in the manner described by the Police Department, a current residential parking permit for that vehicle.

(b) Other regulations remain in effect. Holders of residential parking permits must obey all other parking regulations, such as the prohibitions on parking adjacent to fire hydrants, driveways, crosswalks, stop signs, etc.

(c) Bona fide residence. If the holder of a residential parking permit has registered a vehicle to his or her address in a residential permit parking zone, which address is not the holder's bona fide residence, such residential parking permit shall be void.

(d) Transfer of vehicle with permit. If the holder of a residential parking permit transfers the ownership or use of the vehicle with the permit, by sale, gift, or bailment, to any person not residing in that residential parking zone, such residential parking permit shall be void.
