The Public Works Department may adopt any additional rules and
regulations for the operation of the bulky waste collection system
and the conservation center as they may deem appropriate so long as
these rules and regulations are not inconsistent with this chapter.
Upon adoption of any such rules and regulations, they shall become
effective as part of this chapter and a conviction of violation of
such rules and regulations shall subject a person to the same penalties
as violation of this chapter. Such rules and regulations shall not
become effective as part of this chapter until they are posted on
the premises involved or are made known to the public through flyers
handed out at the center in question or published in the newspaper.
