A structure is dangerous to life, health, property or safety of the public when it is determined by the Construction Official as not providing minimum safeguards for protection from fire and weather; being so damaged, decayed, dilapidated, structurally unsafe or of such faulty construction or having an unstable foundation such that the structure is likely to collapse either partially or completely; or being in a state of substantial disrepair or having chronic infestation.
