The Mayor, in consultation with the Chief of the Fire Department, shall prepare rules and regulations not inconsistent with State law or this Code for the government of the Fire Department and the conduct of the members thereof. Such rules and regulations, when approved by the City Council by action entered upon its minutes and thereafter placed on file in the office of the City Clerk shall be binding on the Chief and all members of the Fire Department, and it shall be unlawful for the Chief or any member of the Fire Department to violate any such rule or regulation when so approved by the City Council and filed in the office of the City Clerk.
