The Fire Department shall consist of as many men and such property and equipment as the City Council shall from time to time deem necessary.

The Mayor, in consultation with the Chief of the Fire Department, shall prepare rules and regulations not inconsistent with State law or this Code for the government of the Fire Department and the conduct of the members thereof. Such rules and regulations, when approved by the City Council by action entered upon its minutes and thereafter placed on file in the office of the City Clerk shall be binding on the Chief and all members of the Fire Department, and it shall be unlawful for the Chief or any member of the Fire Department to violate any such rule or regulation when so approved by the City Council and filed in the office of the City Clerk.

A. 
Members of the Fire Department, under command of their proper Officers, shall, upon an alarm of fire repair to the fire with fire apparatus under their care, and there, under the direction of the senior Officer, work and place their apparatus in the most effective manner until such fire is extinguished; and then they shall return such fire apparatus, well washed and cleaned, to its proper buildings.
B. 
Members of the Fire Department shall care for all apparatus entrusted to them, and all buildings in which such apparatus may be kept.

A. 
The Chief of the Fire Department, or in his/her absence the Officer in command at the scene of a fire, may direct the cutting or pulling down or removal of any building or other object for the purpose of checking the progress of the fire, and with the advice of the Mayor, or concurrence of two (2) members of the City Council, shall have authority to blow up or cause to be blown up with powder or otherwise any building or other erection for the purpose of extinguishing or checking the progress of such fire; and during the fire and for twenty-four (24) hours after the extinguishing thereof it shall be lawful for the Chief or his/her Officers or any firefighter to arrest any person hindering, resisting or refusing to obey such Officer or firefighter while in the discharge of his/her duty.
B. 
The Chief, or in his/her absence the Officer in command, shall at all fires have the same police authority that is vested in the Chief of Police, and may command such assistance from inhabitants of the City as may be required for the suppression or extinguishment of fires.

Every person who shall be present at any fire shall be subject to be obedient to the orders of the Chief of the Fire Department and his/her assistants in extinguishing such fire, and the removal and protection of property, and it shall be unlawful for any such person to refuse to obey such orders.

The Chief of the Fire Department and each other Officer while on duty shall wear some sufficient sign or badge of rank so as to be known and recognized thereby.

It shall be unlawful for any person having charge of any fire apparatus to suffer or permit such apparatus to be applied to private use unless such apparatus shall be used under the order of the Chief of the Fire Department or other Officer having charge thereof in absence of the Chief.

It shall be unlawful for any person to wilfully, in any manner, injure, deface or destroy any hose, hose carriage or other fire apparatus or property under the control of the Fire Department.
