A. 
The following qualifications are required of the Chief of Police:
1. 
The Chief of Police shall be a qualified voter of the State of Missouri.
2. 
Must have a valid Missouri driver's license.
3. 
Must be in good physical condition.
4. 
Must be a certified Missouri Police Officer.
5. 
Must have a high school diploma or GED equivalent and one hundred forty (140) hours of police schooling, and five (5) years of police experience.
6. 
Must have all City, County, State and Federal taxes paid to date.

The Chief of Police shall execute to the City a bond in such amounts and with such sureties deemed sufficient by the City Council, conditioned that he/she will faithfully perform all the duties of his/her office as is required by the laws of the State, this Code and other ordinances of the City, and the rules and regulations of the Police Department, and that he/she will promptly pay over all money that may come into his/her possession belonging to the City or any Officer thereof or other person at the time and in the manner provided by law.

The Mayor, in consultation with the Chief of Police, shall prepare rules and regulations not inconsistent with State law or this Code for the governance of the Police Force of the City and the conduct of the members thereof. Such rules and regulations, when approved by the City Council by actions entered upon its minutes and thereafter placed on file in the office of the City Clerk, shall be binding on the Chief of Police and all members of the City Police Force, and it shall be unlawful for the Chief of Police or any other member of the City Police Force to violate any such rule or regulation when so approved by the City Council and filed in the office of the City Clerk.

It shall be the duty of the Chief of Police to file or make complaints before the Municipal Judge against all persons whom he/she has reason to believe are violating this Code or other ordinances of the City, and report facts to the City Prosecutor.
B. 
The Chief of Police shall file monthly, to the City Clerk, a statement concerning all executions and fee bills where the City is a party which have come into his/her hands during the preceding month, or which came into his/her hands previous to such preceding month remaining in hand unreturned, specifying the title, the amount thereof collected by him/her during such preceding month, by or for whom paid, and in such report shall account for his/her disposition of such fines, costs and fees, including witness' fees, and shall be filed by him/her not later than ten (10) days following the last day of each month.

A. 
The Chief of Police, in the discharge of his/her duties, shall be subject to the orders of the Mayor only. All other members of the Police Department shall be subject to the orders of their superiors in the Police Department and the Mayor only. The Mayor may delegate to the Mayor Pro-Tem the authority to represent him/her and the City of Malden, Missouri in police matters in his/her absence.
B. 
Every regular Policeman shall at all times hold himself in readiness, on or off duty, to execute all lawful orders, rules and regulations made or prescribed by the Mayor and the Chief of Police.

The Chief of Police shall have such powers and perform such duties as are prescribed for his/her office by State law and by the provisions of this Code and by any other ordinance, resolution or order of the City Council.
