The Select Board Members may license suitable persons as junk collectors to collect by purchase or otherwise junk, old metals and secondhand articles from place to place in the Town, and no person shall engage in the business of collecting such without such license.

The Select Board Members may require any such collectors and their employees or agents to display badges upon their person or vehicles, or both, when engaged in said business, and may prescribe the design therefor.

The Select Board Members may require that any place, vehicle or receptacle used for the collecting or keeping of said articles be examined at any time by said Select Board Members or the Police Department.
No person licensed under this article shall directly or indirectly purchase or receive any of said articles, except rags and bottles, of a minor or an apprentice, knowing or having reason to believe him to be such.

All licenses granted under this article shall expire on April 30 of each year and may be revoked by the Select Board at their pleasure.

Whoever, not being licensed as a junk collector, collects junk as aforesaid in violation of this article and whoever, being licensed, violates any of the provisions of this article or any rule, regulation or restriction contained in his license or any requirement of the Select Board made hereunder shall forfeit not more than $20 for each offense.

The Select Board Members may license suitable persons to be dealers in and keepers of shops for the purchase, sale and barter of junk, old metal and secondhand articles, and no person shall be a dealer in or keeper of such a shop without a license.

Every person so licensed shall keep a book in which shall be written at the time of every purchase of any such articles a description thereof, the name and person from whom and the time when such purchase was made. Such book shall at all times be open to the inspection of the Select Board Members and the Police Department.

Every person so licensed shall put in a conspicuous place on his shop a sign having his name and occupation clearly inscribed thereon, and shall at all times allow his shop and articles therein to be examined by the Select Board Members or Police Department and he shall comply with all directions and requirements of the Select Board Members and the Board of Health.

No person shall use any building, enclosure or structure for the storage, sale or keeping of rags, wastepaper, paper stock or other flammable material without a written license therefor from the Select Board Members.
Whoever, not being licensed as herein provided, keeps such a shop or storage place or is such a dealer and, being licensed, violates any of the provisions of this article or any regulations or restrictions contained in his license shall forfeit not more than $20 for each offense.
