No person shall uncover, make any connections to, use, alter or disturb any portion of the water system without an approved application.
A. 
Applications for use of water must be made, in writing, to the Water Department using such forms as provided by the Town. Approval of such application is required before any connection may be made to the water system. The application shall be supplemented by any plans, specifications or other information considered pertinent by the Water Department.
B. 
Each application shall import a covenant and agreement on the part of the applicant or applicants and his or their successors in interest to the ownership of the premises to be bound by and to comply with, in all respects, the provisions of this chapter and rules and regulations promulgated by the Town Board, and any amendments thereto, and to pay the rates and charges established pursuant to this chapter.
Contracts for water service will be made only with the owners of the premises to be supplied, and the owners will, in all cases, be responsible for all charges for water supplied to said premises. Upon request, the bill made out in the owner's name will be sent to the tenant of the premises to which water is supplied. No owner or tenant of any premises supplied with water shall supply any other persons or premises without the prior written consent of the Town Board.
