There is hereby created and established in the Township of West Rockhill, Bucks County, Pennsylvania, a Park and Recreation Board to be known as the West Rockhill Township Park and Recreation Board (hereinafter referred to as "the Board") consisting of seven members, who shall reside in the Township and shall be appointed by the Board of Supervisors. The Board of Supervisors, in its sole discretion, may appoint an alternate member of the Board.

The members shall each serve for a term of five years or until their successors are appointed, except that the terms of the members first appointed shall be staggered as follows:

B. 
Youth representatives.

(1) 
This chapter is hereby amended to change composition of the Park and Recreation Board to add Youth Representatives in a number to be determined annually by the Board of Supervisors.
(2) 
The Youth Representatives shall be appointed by the Board of Supervisors annually to serve a one-year term.
(3) 
The Youth Representatives shall be between the ages of 12 and 18 years old, and shall be nonvoting members of the Board.
(4) 
The Youth Representatives shall be entitled to participate in all discussions of the Park and Recreation Board, and shall receive prior notice of all meetings of the Park and Recreation Board.
Members of the Board shall serve without pay. All persons appointed shall serve their full terms unless they voluntarily resign, become unable to serve, or are removed by the Supervisors for dereliction or neglect of duty. Vacancies on the Board occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as the original appointments.
The Township Supervisors shall appoint one of their current elected members to serve as Park and Recreation Board Advisor, attending all scheduled meetings and being the liaison to the Board of Supervisors.
