The members of the Board shall elect their own Chairman and Secretary, and shall select all other necessary officers to serve for a period of one year from the first day in January of each year.
The Board shall meet monthly with additional meetings scheduled as often as shall be required to perform its duties and shall have the power to adopt rules and regulations for the conduct of all business which comes before them. The regular January meeting shall be held for the purpose of:
