The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the City, except that the City
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof, but no City ordinance shall regulate the speed of
vehicles upon controlled access highways of the State.
The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.

No person shall operate or drive a motor vehicle (except authorized
emergency vehicles on emergency runs) on any highway, road, street,
or alley in the City at a rate of speed in excess of twenty-five (25)
miles per hour except as hereinafter or otherwise provided or posted.
No person shall drive a motor vehicle at such a slow speed as
to impede or block the normal and reasonable movement of traffic,
except when reduced speed is necessary for safe operation or in compliance
with law. Peace Officers may enforce the provisions of this Section
by directions to drivers, and in the event of apparent willful disobedience
to this provision and refusal to comply with direction of an officer
in accordance herewith, the continued slow operation by a driver is
an ordinance violation.

No person shall operate or drive a motor vehicle (except authorized
emergency vehicles on emergency runs) on any through highway, road
or street, as designated from time to time by ordinance, at a rate
of speed in excess of thirty (30) miles per hour.

No person shall operate or drive a motor vehicle (except authorized
emergency vehicles on emergency runs) on any arterial road or highway,
as designated from time to time by ordinance, at a rate of speed in
excess of forty-five (45) miles per hour.

No person shall operate or drive a vehicle or motor vehicle
at such a slow speed or in such position on any highway, street or
alley in the City so as to impede or block the normal and reasonable
movement of traffic except when reduced speed is necessary for safe
operation, or when upon a grade or when the vehicle is a truck or
trailer proceeding at reduced speed necessarily or in compliance with
law.

No person shall operate or drive a vehicle or motor vehicle
on any parking lot, drive-in or on any driveway or access road thereto
open to the public at a rate of speed in excess of fifteen (15) miles
per hour; and the operator or driver of such vehicle or motor vehicle
is charged with the duty of operating at such lesser speed as will
be consistent with the safety of others using such places, taking
into consideration the amount of vehicular and pedestrian traffic,
the visibility and atmospheric conditions and condition of the pavement.

Each highway, road and street, or portion thereof, on which
a speed limit has been established shall be marked by signs, erected
under the supervision of the City Engineer, at the beginning and end
of such designated portion of each highway, road or street indicating
the speed limit, established.

A. Purpose. The Board of Aldermen is greatly concerned for the safety
of the City's children, pedestrians and motorists, and believes that
slowing traffic will decrease the likelihood of a fatality or serious
injury. The Board has further determined that although it has been
studying all options and has requested the City's Police Department
to increase enforcement measures, there has not been a significant
reduction in speeding and safety complaints in certain residential
areas. The Board has further determined that increasing fines in certain
areas will have some deterrent effect on speeding.
B. Increased Safety Area. For the purposes of this Section, "Increased Safety Area" shall be those roadways, or portions thereof, that are established by the Board of Aldermen as set forth in Subsection
(D).
C. Process. Before establishing an Increased Safety Area, the Board
of Aldermen shall request a staff review and recommendation by the
City's Public Works Department and Police Department.

Staff shall develop criteria under which all proposed Increased
Safety Areas shall be evaluated.

In evaluating and preparing the recommendation for the Board
with regard to a proposed Increased Safety Area, the Public Works
Department and Police Department are authorized to conduct traffic
assessments, engage traffic engineering consultants, perform surveys
and other community engagement, and/or implement any other techniques
or studies necessary to make the recommendation.
3.
An Increased Safety Area shall only be established after a staff
recommendation that such a designation is warranted, and the Board
of Aldermen finds it to be necessary for public safety.
D. Establishment. If based on the staff report the Board determines
that it is necessary for public safety that an area be designated
by ordinance as an Increased Safety Area, fines shall be double the
standard fine for traffic violations in that area. Any streets, or
portions thereof, within the City limits of the City of Manchester
that are designated by ordinance as double fine zones as provided
herein shall be listed on a schedule entitled Schedule I — Increased
Safety Areas, appended to and printed in the City's Traffic Code.
E. Double Fine Zone.

If the Board designates by ordinance a roadway, or portion thereof,
as an Increased Safety Area to be a double fine zone, anyone found
guilty of a violation involving:

In an Increased Safety Area shall be fined at a rate not less than double the standard fine for such violation as provided in the schedule established by the City. Nothing herein shall authorize a fine over two hundred twenty-five dollars ($225.00), inclusive of court costs for a minor traffic violation (as defined in Section 100.100 of this Code). The City shall ensure that proper signage is installed notifying the traveling public of the existence of the Increased Safety Area and that violators will be subject to double the standard fine.

Based on the recommendation by City staff, the Board of Aldermen does hereby find and determine that in the interest of public safety, all areas within the City limits of the City of Manchester designated by the Board as "School Zones" shall be established as Increased Safety Areas and subject to increased fines as provided in Section
320.110.
F. Notice. Prior to the enforcement of any ordinance instituting a double
fine zone, appropriate signage shall be installed notifying the public
that speeding in the area is subject to double fines; and notification
of the establishment of an Increased Safety Area and the double fines
for speeding therein should also be made through the City's website
for a period of up to thirty (30) days after the Board's designation
of an Increased Safety Area.

No person shall operate or drive a motor vehicle on any street in the City designated as a School Zone from 7:00 A.M. to 5:00 P.M., Monday through Friday at a rate of speed in excess of twenty (20) miles per hour nor fail to obey School Stops (Section
335.045), Stop Signs (Section
335.040), or otherwise fail to stop or yield as required by law (Sections
335.050 through
335.080). The streets or portions thereof designated as School Zones are set forth in Schedule II, School Zones.
