Pursuant to the Open Space Lands Act, 32 P.S. § 5001 et seq., as amended, the Board of Supervisors of West Rockhill Township hereby exempt the following from further millage increases imposed on real property in West Rockhill Township:
A. 
Real property in which the open space property interests have been acquired by the Township or Bucks County in accordance with the Open Space Lands Act, 32 P.S. § 5001 et seq., as amended; and
B. 
Real property that is subject to an easement acquired in accordance with the Act of June 30 1981, P.L. 128, No. 43, known as the "Agricultural Area Security Law."[1]

A. 
The millage freeze authorized by this article shall apply to all eligible real property in West Rockhill Township, whether the real property met the criteria of this article prior to or subsequent to the date of this article.
B. 
The date of which the millage rate shall be frozen is as follows:
(1) 
For property or easements acquired prior to the effective date of this article, the millage rate shall be frozen as of the effective date of this article;
(2) 
For property or easements acquired subsequent to the date of this article, the millage rate shall be frozen as of the date of the acquisition of said property or easement.
If any sentence, clause, section, or part of this article is for any reason found to be unconstitutional, illegal, or invalid, such unconstitutionality, illegality, or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this article. It is hereby declared as the intent of the West Rockhill Township Board of Supervisors that this article would have been adopted had such unconstitutional, illegal, or invalid sentence, clause, section, or part thereof not been included therein.
