The purpose of this chapter, which shall be known as the "North Haven Police Public School Security Supernumerary Program Ordinance" ("Program"), is to enhance the protection of the health, safety, and welfare of students enrolled at the public schools in the Town of North Haven.
A. 
Uniform supernumerary police officers ("supernumeraries") will be deployed to provide daily security within the North Haven public schools during the full school year, except on school vacation days, school holidays, snow days, professional development days, and any other days when school is not in session.
B. 
Said supernumeraries will be appointed in accordance with the general orders of the North Haven Police Department, as may be amended from time to time, and must be Connecticut certified police officers in accordance with the provisions of Connecticut General Statutes, § 7-294d (CALEA Standards 16.3.3).
C. 
The general duties of the supernumeraries will include, but not be limited to:
(1) 
Be visible at all times;
(2) 
Monitor morning and afternoon bus ramp and parent/guardian dropoff location;
(3) 
Monitor visitors to the schools;
(4) 
Patrol the exterior perimeter of the schools;
(5) 
Patrol the interior of the schools;
(6) 
Receive, document, and investigate minor complaints;
(7) 
Assist school officials with conferences as may be requested and appropriate; and
(8) 
Coach and mentor youths when appropriate.
This chapter shall take effect 15 days after publication of the chapter in a newspaper having a circulation in the Town of North Haven and shall remain in effect through fiscal year 2023, unless action on this chapter is taken by the Town Meeting.
