A. 
On-street parking meter zones. Deposit of payment for parking shall be for the hours of operation specified and on the days indicated as established by the Village Council.

A. 
Fee required for designated parking spaces, with meters. Parking spaces shall be marked with appropriate signage along the street indicating the maximum duration of the parking privilege for each designated marked metered parking place. Parking meters shall be placed immediately adjacent to the parking place to be regulated in such a manner as to display by visual signal whether such metered parking place is legally in use.
B. 
Each parking meter shall indicate the maximum duration of the parking privilege for each metered parking place and the fee for the same and, on the expiration of such time, indicate a violation or overtime parking.
C. 
Fee required for designated parking spaces, without meters. Parking spaces shall be marked, with appropriate signage along the street indicating the maximum duration of the parking privilege for each designated parking place. Said spaces shall only be paid for via a wireless cellular communication device through a designated vendor authorized and approved by the Village of Ridgewood.
The Division of Parking, Traffic and Electrical Signals, Department of Public Works, shall install all parking meters and shall cause each metered parking place to be marked with lines or boundaries within which any vehicle using such metered parking place shall be parked. It shall cause signs to be posted and prominently displayed indicating the duration of parking privileges for each metered parking place or group thereof and shall operate, maintain and repair all parking meters, signs, boundaries or markings provided for herein.

Fees for daily reserved spaces shall be in accordance with Chapter 145, Fees. All fees must be paid in advance for the reservation of the marked parking spaces. Applications to reserve spaces must provide the location and space number to the Police Department.
A. 
Off-street metered sites.
(1) 
Parking at the following sites shall be allowed by permit only:

No vehicle shall be parked at or upon any metered parking sites designated hereinabove unless it displays in the lower rear corner of its left rear window a valid and current decal issued pursuant to the provisions hereof and unless the requisite meter fees therefor have been paid.
(a) 
Decals shall be issued annually for the period of January 1 to December 31 upon application therefor to the Village Clerk during regular business hours and only upon display of a current valid New Jersey motor vehicle registration certificate showing the name and address of the applicant as a resident of the Village. In the alternative, if no New Jersey registration certificate is available for the subject vehicle, then the display of a valid out-of-state motor vehicle certificate for the subject vehicle showing the name and address of the applicant as a resident of the Village and a copy of the most recent Public Service Electric and Gas or other electric and heating fuel bill showing the name and address of the applicant as a resident of the Village must be provided.

(b) 
Such decal shall be issued only to the owner of the motor vehicle and shall be nontransferable, provided that a decal may be transferred during the period for which valid to a new or other motor vehicle purchased by the applicant on the sale or transfer of the original vehicle. In case of any such sale or transfer, the owner shall remove the decal and supply evidence of same to the Village Clerk in order to obtain a new decal.
(c) 
All deals shall have written thereon "Village of Ridgewood Parking Permit," together with the number of the decal, the motor vehicle registration number, the date issued and the date of expiration.
(d) 
The Village Clerk shall keep a record of all decals issued by number, date of issuance, name and address of person to whom issued, motor vehicle registration number, make, model, color and year of the motor vehicle for which issued.
(3) 
The Village Manager shall cause appropriate signs to be erected in and around the parking sites hereinabove designated, indicating such parking is restricted to vehicles with decals only.
B. 
On-street permit parking sites.
(1) 
Parking at the following sites between 7:00 a.m. and 4:00 p.m., Monday through Friday, shall be allowed by permit only:

(1) 
Ridgewood parking permit (RPP) users shall be identified by a placard issued by the Village of Ridgewood. Resident and nonresident users of these placards shall not be required to pay for parking during the time in which the placard holder occupies the parking space. Ridgewood parking permit placards shall be valid any time paid parking space rates are in effect in parking lots, only as identified herein below.
(2) 
Issuance of placards; residents/nonresidents.
(a) 
Ridgewood parking permit (RPP) placards shall be issued for a twelve-month (annual) basis in accordance with the fees as set forth in Chapter 145-6, entitled " Enumeration of fees according to Code chapters." There shall be separate and distinct Ridgewood parking permit placards issued to residents of the Village. Ridgewood parking permit placards shall be issued to nonresidents of the Village on an annual basis. They shall be issued on a first-come, first-served basis, upon the filing of an application for said permit and the payment of the fee established herein. The number of Ridgewood parking permits placards to be issued each year shall be within the sole discretion of the Village Manager.
(b) 
For the purposes of this section, residency in the Village of Ridgewood shall be established by the production of a valid New Jersey driver's license and motor vehicle registration or a lease or deed for the dwelling the applicant lives in or other secondary documentation that satisfies the Village Clerk's office.
(c) 
For the purposes of this section, residency in the Village of Ridgewood shall also mean the demonstrated ownership of a commercial property in the Village of Ridgewood Central Business District wherein the applicant for the Ridgewood parking permit has a permanent office. Said office shall be maintained for the duration of the Ridgewood parking permit. Upon closure of said office, the Ridgewood parking permit shall be null and void.
(d) 
For the purpose of this section, nonresidents shall be permitted to purchase Ridgewood parking permits and Ridgewood premium parking permits at the same time that Ridgewood residents are permitted to purchase these same parking permits. The number of nonresident parking permits to be sold shall be set at the discretion of the Village Manager.

(e) 
For the purpose of this section, the ability of nonresidents to purchase Ridgewood parking permits and Ridgewood premium parking permits shall expire on December 31, 2023.

(3) 
All Ridgewood parking permit (RPP) placards shall identify and distinguish "Village resident" and "Village nonresident" in such a manner so as to assist the appropriate enforcement of this subsection.
(4) 
The Village Hall Receptionist Desk shall keep a record of all placards issued by number, date of issuance, name and address of person to whom issued, license plate numbers and make, model, color and year of the motor vehicles. RPPs shall be limited to three vehicles per applicant for a placard, for which the placard will be used.
(5) 
The Village Manager shall cause appropriate signs to be erected in and around the parking areas designated indicating the parking restrictions set forth in this section. The signs shall include a statement that all of the areas designated by this section are tow-away zones.
(6) 
The Ridgewood Parking Permit (RPP) placards shall not be valid for any on-street parking sites designated by the Village. The various Ridgewood Parking Permit (RPP) placards shall only be valid for the following public parking lots:

(a) 
The Ridgewood parking permit, resident placard is not required at any of the off-street parking lots after 12:00 noon, Monday through Friday. Parking rates still apply from 3:00 p.m. until 8:00 p.m. Monday through Friday, and payment must be made. In addition, the time limit in all lots shall still apply.
(b) 
In addition, a Ridgewood parking permit, resident placard is not required at the Train Station Parking Lot on Saturdays; however, parking rates are still in effect from 10:00 a.m. to 6:00 p.m.
(8) 
Ridgewood parking permit, resident usage. Ridgewood parking permits, residents placards are not permitted to be used in any of the dedicated shopper/diner parking spaces in all lots, Monday through Friday. The Ridgewood parking permits, resident are permitted to be used in the shopper/ diner parking spaces in all lots on Saturday only.
(9) 
The graduated fine schedule set forth in § 265- 47E of this chapter shall be applied to violations of this section.
(10) 
Misuse, abuse, placard falsification, placard fraud, mutilation of the placard so as to render it illegible, use of an expired placard, shall be deemed violations as set forth in § 265-47E.
(11) 
Replacement of a lost or missing placard shall incur a fee of $100 for a replacement placard. A placard holder is permitted no more than two replacements per calendar year.

(12) 
Ridgewood parking permit motorcycle (RPP+MC).

(a) 
Ridgewood parking permit motorcycle (RPP+MC) placards shall be issued on a twelve-month calendar-year basis in accordance with the fees as set forth in Chapter 145, § 145-6, entitled "Enumeration of fees according to Code chapters." They shall be issued on a first-come, first-served basis, upon the filing of an application for said permit and the payment of the fee established herein. The maximum number of Ridgewood parking permit motorcycle placards for the Hudson Street Garage to be issued each year shall be limited to seven, at the sole discretion of the Village Manager.
(b) 
For the purposes of this section, residency in the Village of Ridgewood shall be established by the production of a valid New Jersey driver's license and motor vehicle registration or a lease or deed for the dwelling the applicant lives in or other satisfactory secondary documentation that satisfies the Village Clerk's office.
(c) 
For the purposes of this section, residency in the Village of Ridgewood shall also mean and include the demonstrated ownership of a commercial property in the Village of Ridgewood Central Business District wherein the applicant for the Ridgewood parking permit motorcycle has a permanent office. Said office shall be maintained for the duration of the Ridgewood parking permit motorcycle. Upon closure of said office, the Ridgewood premium parking permit motorcycle shall be null and void.
(d) 
The RPP+MC placards shall permit the holder to park their motorcycle in one of the designated spaces on Level 2 or Level 3 of the Hudson Street Garage 24 hours per day, seven days of the week. Motorcycle parking spaces shall be occupied on a first-come, first-served basis each day.
(e) 
The RPP+MC permit holder shall be exempt from the overnight parking permit regulations.
(f) 
It shall be understood by the permit holder that they are solely responsible for their motorcycle in the Hudson Street Garage and that the Village of Ridgewood is not responsible or liable for any damage done to the motorcycle at any time.
D. 
On-street commuter parking sites.

(1) 
Parking at the following sites between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday, shall be allowed by permit only:

(a) 
Decals shall be issued annually by the office of the Village Clerk for the period of January 1 to December 31, upon application thereof to the Village Clerk during regular business hours and only upon display of a current and valid New Jersey motor vehicle registration certificate showing the name and the address of the applicant.
(b) 
Applications for parking decals shall be submitted on or before December 1 of the prior year. In the event the number of applications exceeds the number of delineated spaces available, the Village Clerk shall select by blind lottery the applicants that will be issued decals. Unsuccessful applicants are welcomed to try again the following year.
(c) 
For the originating year of this subsection, 2005, upon adoption by the Village Council, the Village Clerk will accept applications for on-street commuter parking decals for the period between the date of adoption and the 15th of the second month after said date. Decals will be then issued by the first of the following month in the manner described in Subsection D(2)(b) above. The cost of the decal will be prorated to the time remaining in the year according to the annual fee as set in Subsection D(2)(g).
(d) 
Such decal shall be issued only to the registered owner of the motor vehicle and shall be nontransferable, provided that a decal may be transferred during the period for which it is valid to a new or other motor vehicle purchased by the applicant on the sale or transfer of the original vehicle. In case of any such sale or transfer, the owner shall remove the decal and supply evidence of same to the Village Clerk in order to obtain a new decal.
(e) 
All decals shall have written thereon "Village of Ridgewood Commuter Parking Permit," together with the number of the decal, the motor vehicle registration number, the date issued, and the year the permit shall be valid for.
(f) 
The Village Clerk shall keep a record of all decals issued by number, date of issuance, name and address of person to whom issued, motor vehicle registration number, make, model, color and year of motor vehicle manufacture for which issued.
(g) 
The annual fee for the on-street commuter parking decal shall be as set forth in Chapter 145, Fees.
(3) 
The Village Manager shall cause appropriate signs to be erected in and around the parking site hereinabove designated, indicating such parking is restricted to vehicles with the appropriate decals only.
(4) 
The graduated fine schedule set forth in § 265-47C of this chapter shall be applied to violations of this subsection.
E. 
Off-street nonmetered parking sites.

(1) 
Parking at the following sites shall be allowed by permit only:

Said decal must be valid and current, issued pursuant to the provisions hereof.
(a) 
Said decal shall be issued only to the owner of the motor vehicle and shall not be transferable, provided that a decal may be transferred during the period of validity to a new or other vehicle purchased or leased by the permit owner on the sale or transfer of the original vehicle. The owner shall supply evidence of such sale or transfer of the original vehicle to the Director or appointed designee of the Ridgewood Public Library that satisfies the proof of this sale or transfer.
(b) 
Any and all decals shall bear the words "Village of Ridgewood Parking Permit" together with a decal number, the motor vehicle registration number, the date of issue and the date of expiration.
(c) 
Decals for parking at the above-stated location shall be issued to Ridgewood residents only who have been awarded same by bid and enter into and execute a lease agreement with the Ridgewood Public Library authorizing the receipt of said decal and the authority to park at the above-stated location.
(3) 
The Village Manager shall cause the appropriate signs to be erected in and around the subject off-street parking spaces, indicating such parking is restricted to vehicles with such decals only.
F. 
Off-street nonmetered permit parking sites for motorized two-wheeled vehicles.

(1) 
Parking at the following sites shall be allowed by annual permit or daily payment only during the time periods stated.

No motorized two wheeled vehicle shall be parked at or upon any of the parking spaces designated at the locations stated above during the hours of 6:00 a.m. and 6:00 p.m., Monday through Friday, unless an annual permit is displayed upon the two-wheeled motorized vehicle, issued by the Village of Ridgewood on an annual basis or payment is made as described below. Said annual parking permit must be valid and current, issued pursuant to the provisions hereof.
(a) 
Said parking permit shall be issued only to the owner of the motorized two-wheeled vehicle and shall not be transferable, provided that the parking permit may be transferred during the period of validity to another motorized two-wheeled vehicle purchased or leased by the permit owner/holder upon the sale or transfer of the original vehicle. The owner/permit holder shall supply evidence of such sale or transfer of the original vehicle to the Village of Ridgewood that satisfied the proof of this sale or transfer.
(b) 
All permits shall bear the words "Village of Ridgewood parking" together with a permit number, the motor vehicle license plate number, the year the permit is valid for.
(c) 
Annual permits for parking at the train station location shall be issued to Village of Ridgewood residents only on a first-come, first-served basis for a maximum of five permits per year.
(d) 
Annual permits for parking at the Route 17 Park and Ride location shall be on a first-come, first-served basis for a maximum of five permits per year.
(e) 
For the purposes of this subsection, a motorized two-wheeled vehicle shall be any vehicle registered for legal use upon Village streets with no more than two wheels.
(f) 
In lieu of use of an annual permit, a motorized two-wheeled vehicle may park in any of the designated spaces only upon payment for daily use, with designated fees, through the multispace meter (kiosk) or payment of such fees by means of a wireless cellular communication device through a designated vendor authorized by the Village of Ridgewood or a valid parking permit only. Payment for parking shall only be for the hours of operation specified and on the days indicated as established by the Village Council.
(3) 
The Village Manager shall cause the appropriate signs to be erected in and around the subject off-street nonmetered permit parking spot, indicating such parking is restricted to motorized two-wheeled vehicles with the described permits only.
(4) 
The graduated fine schedule set forth in § 265-47C of this chapter shall be applied to violations of this subsection.
G. 
Ridgewood resident daily parking pass.

(1) 
The Ridgewood resident daily parking pass is available to Village of Ridgewood residents who display the free annual Ridgewood resident sticker on their vehicles. The Ridgewood resident daily parking pass shall entitle the resident to park his/her vehicle in any available delineated parking space, only in the train station lot (Station Plaza), the third level of the Hudson Street Garage, the Cottage Place lot, and the Route 17 Park and Ride lot. Once the Ridgewood resident daily parking pass is purchased online, the resident shall print out the Ridgewood resident daily parking pass and it shall be displayed on the vehicle dashboard while the vehicle is parked. The purchase of a Ridgewood resident daily parking pass does not guarantee the purchaser a parking space in any parking lot.
(2) 
Residents shall also have the option of paying for a daily parking permit by means of a wireless cellular communication device through a designated vendor authorized and approved by the Village of Ridgewood, including any and all applicable fees.
(3) 
Fees shall be as set forth in § 145-6.

Decals shall be issued to full- and part-time Village employees, upon application thereof to the Village Clerk during regular business hours and only upon the display of a current and valid motor vehicle registration certificate for the vehicle desired to be permitted by the Village employee.
(b) 
Such decal shall be issued only to a Village employee's motor vehicle utilized for transportation to work and shall be nontransferable, unless the Village employee replaces a permitted motor vehicle.
(c) 
Only one decal per Village employee.
(d) 
All decals shall have written upon them "Village of Ridgewood employee parking permit," together with the number of the decal, the motor vehicle registration number, and the date issued.
(e) 
The Village Clerk shall keep a record of all decals issued by number, date of issuance, name and address of person to whom issued, motor vehicle registration number, make, model, color, and year of the motor vehicle for which issued.
J. 
Ridgewood Central Business District permit parking 24/7/365.

(1) 
Issuance of Ridgewood parking permits.
(a) 
For the purpose of this section, only Ridgewood residents living in the Central Business District or in other residential zones, with satisfactory proof of residency in the Village, shall be permitted to purchase a Ridgewood Central Business District Parking 24/7/365 permit after January 1 of the year or at a date of the Village Manager's choosing. The number of permits to be sold shall be set at the discretion of the Village Manager.
(b) 
Ridgewood Central Business District Parking 24/7/365 permit users shall be issued an identifying Ridgewood resident sticker with their permit. The sticker shall be affixed to the vehicle's driver side rearmost window in the lower right hand corner. Permit must be visible.
(c) 
For the purpose of this section, Ridgewood Central Business District Parking 24/7/365 permits shall expire on December 31 of the year, and are subject to the Village's discretion for renewal.
(d) 
A Ridgewood Central Business District Parking 24/7/365 permit shall be issued to only one license plate per designated space. Fees shall be prorated per month.
(2) 
Ridgewood Central Business District Parking 24/7/365 permit may only be used in the following locations:
(a) 
Cottage Street Parking Lot: six designated spaces.
(b) 
Hudson Street Garage, third floor: six designated spaces, east side of the garage.
(3) 
Conditions for Ridgewood Central Business District Parking 24/7/365 permit use:
(a) 
Each designated space shall be utilized by one license plate only.
(b) 
Each designated space shall be assigned when the Ridgewood Central Business District Parking 24/7/365 permit is purchased.
(c) 
The applicant for the permit shall designate which location they desire the permit for, at the time of application.
(4) 
The Ridgewood Central Business District Parking 24/7/365 permit shall entitle its holder unfettered use 24 hours of the day, seven days of the week, and 365 days of the year of the designated parking space assigned to the permit, at the time of purchase only. The Ridgewood Central Business District Parking 24/7/365 permit does not confer any rights to park in any space other than the designated space assigned at the time of the purchase of the permit.
It shall be unlawful and a violation of this chapter for any person to:
A. 
Park, stop or stand a vehicle in or upon any Village-designated parking space without either depositing the requisite coins established in the parking meter or making payment of such funds by means of a wireless cellular communication device through a designated vendor authorized and approved by the Village of Ridgewood for the fee for the duration of parking time desired except on the holidays hereinabove mentioned.

B. 
Park overtime. It shall be a separate and distinct offense, subject to the penalty provisions as hereinafter provided, to park overtime in or upon any metered parking place for each period of time equivalent to the maximum allowed by the parking meter therefor.
C. 
Exceeding parking duration.

(1) 
Parking a vehicle for a duration (time period) greater than the stated duration for that described parking location and zone in accordance with § 265-29.
(2) 
Parking a vehicle for a duration (time period) greater than the stated duration for an applicable payment zone covered by a wireless cellular communication device through a designated vendor authorized and approved by the Village of Ridgewood.
D. 
Deposit or cause to be deposited in any parking meter any coins, substitute or slug other than legal tender of the United States of America.
E. 
Deface, injure, tamper with or mar any parking meter.
F. 
Park, stand or stop a vehicle in such a position that the same shall not be entirely within the lines, marking or boundaries of a parking place or space.

G. 
Park, stand or stop a vehicle in any marked parking place in a position other than facing inward therefor.

H. 
Park, stand or stop a vehicle in or upon any metered parking space between the hours of 12:00 midnight and 6:00 a.m., prevailing time.

It shall be unlawful to park, stand or stop a vehicle in a designated grab and go location for longer than 15 minutes at any time. It shall be unlawful to idle a vehicle longer than three minutes in any designated grab and go location.
