There shall be a Department of Public Works and the head of which shall be the Director. He shall, prior to his appointment, be qualified by training and experience in public administration and management. He shall be appointed by the Mayor, with the advice and consent of the Town Council, and shall serve during the term of office of the Mayor appointing him and until the appointment and qualification of his successor in accordance with Subsection
2-14.3. He shall receive such compensation as may be fixed by ordinance.

In the Department of Public Works there shall be the following
divisions:
a. Division of Public Works.
b. Division of Sewer Utility.
e. Division of Clean Communities.

The Division of Public Works shall be overseen by the Superintendent
of Public Works under whose supervision it shall:
a. Provide for construction, reconstruction, maintenance and repair
of all public streets, public sidewalks and curbs.
b. Regulate street openings, construction, alterations and repair of
sidewalks, curbs, and gutters.
c. Clean all municipal streets and municipal public parking lots.
d. Provide for the construction, reconstruction, operation, maintenance
and repair of all storm sewers and facilities of the Town.
e. Supervise the administration of street light contracts with the Town.
f. Collect solid waste and recyclables in accordance with Chapter
19, Solid Waste Management.
g. Care for all Town playgrounds and public grounds, including the trees,
lawns and landscaping appurtenant to public buildings and the recreational
areas and facilities operated by the Town government.
h. Care for the pruning, trimming, removal and planting of shade trees
in the streets and all other public places of the Town.
i. Provide custodial, janitorial and electrical services for all public
buildings and places under the jurisdiction of the Town government.
j. Operate and maintain Town-owned properties, including tax-foreclosed
property and public property within or without municipal boundaries.
k. Maintain and repair all other municipal properties as requested by
the Business Administrator.
l. Bus transportation. The Division shall be responsible for bus transportation
operations and shall provide adequate bus transportation as authorized
by ordinance throughout the Town, which transportation shall be coordinated
with other private or public means of transportation.
m. Off-street parking. The Division shall be responsible for off-street
parking operations and shall provide for the construction, reconstruction,
improvement, maintenance and repair of off-street parking facilities
owned by the municipality which are not under the direction and control
of the Parking Authority. It shall include the management, efficient
operation and coordination of all municipal parking functions.
n. Sanitation and recycling. The Division shall be responsible for the
collection and appropriate disposition of garbage, trash and recyclables
and the seasonal collection of leaves throughout the Town, or administrative
oversight of such services and shall be under the supervision of the
Director of Public Works.

The Division of Sewer Utility Services shall be overseen by
the Superintendent of Sewer Utility under whose direction it shall
be responsible for the maintenance and repair of all sanitary sewers
and the wastewater treatment plant.

The Division of Engineering shall consist of the Municipal Engineer,
who shall be a licensed engineer of the State of New Jersey together
with other engineering personnel. The Municipal Engineer shall be
appointed for a term of three years by the Mayor with the advice and
consent of the Town Council, and shall:
a. Be responsible for the preparation of plans and specifications for
public works and improvements undertaken by the Town.
b. Supervise the performance of contracts for public works and certify
the amounts due and payable thereunder.
c. Provide and maintain surveys, maps, specifications and operating
records with respect to all public property, works and facilities
owned or operated by the Town government.
d. Provide for Town traffic engineering needs.
e. Provide for engineering and technical services required by any department,
office or agency of the Town government.
f. Review all subdivision and site plans and approve where required.

The Division of Recreation shall be administered by the Recreation
Director who shall, prior to his or her appointment, be qualified
by training and experience to perform the duties of the position.

The Division of Recreation shall:
a. Administer and operate indoor and outdoor athletic and recreational
programs and activities for adults and children in parks, playgrounds
and facilities.
b. Sponsor, arrange and provide for the giving of outdoor exhibitions,
concerts, games, contests and sporting events.
c. Provide for development and coordination of activities with other
public and private recreational facilities and programs, including
the use of public school property.
d. Promote and direct an all-year program of cultural and leisure time
activities for children, youths and adults.
e. Develop immediate and long-range plans to meet the recreational needs
of the Town.
f. Adopt suitable rules for the use of grounds and facilities and assign
to appropriate personnel the responsibility for their enforcement.

The Division of Clean Communities shall be responsible for litter
prevention and control within the Town of Morristown.

The Division of Planning shall consist of the Town Planner who
shall be a licensed Professional Planner of the State of New Jersey,
together with other planning personnel who may be employed.

Under the supervision of the Town Planner, the Division of Planning
shall provide for:
a. Long-range planning of the growth of the Town within the framework
of a comprehensive plan. Such planning shall include conducting studies
and gathering statistics to serve as the basis for planning recommendations
for the Town. The Division shall administer and execute provisions
of the Master Plan, prepare the annual and long-range capital improvement
program and provide assistance to the Planning Board as requested.
b. Liaison with State and Federal departments and funding agencies shall
consist of working relationship with such departments and agencies
to enable the municipality to develop new programs and to obtain the
assistance available to it under the law.
c. Long-range planning for public and private improvement of housing
and commercial development in the Town. It shall include progress
toward traffic control and the conservation of natural resources.
d. The coordination and supervision of all authorized development and
redevelopment activities of the municipality. It shall include the
preparation of workable development and redevelopment programs and
the execution of programs authorized or approved by the State or Federal
government in development and redevelopment areas. The municipality
shall be the public body and local public agency for development and
redevelopment purposes of any Federal or State law referring to a
development or redevelopment agency.
e. Administering and providing implementation for all structural rehabilitation
programs as may be made available through Federal, State, County or
local funding in accordance with State law. Implementation activities
shall include but not be limited to promotion, organization and selection
of staff as required, inspections and preparation for regular progress
reports to the Mayor and Town Council.
