No individual shall conduct and perform the practice of ear piercing where the cartilage of the ear is pierced without first obtaining a license from the Morristown Division of Health. Such license shall not be transferable and shall continue in force and effect until January 1 of the following year. A license fee as provided in Subsection 25-6.5, Fees, is established. The fee shall accompany the application for the license.

All persons engaged in the practice of ear piercing, excluding physicians licensed in the State of New Jersey, shall adhere to the following regulations for the protection of the health of the general public:
a. 
Rule 1. All rooms used for the purpose of piercing ears must be apart and separate from the general sales area.
b. 
Rule 2. All workable surfaces and trays with which ear-piercing equipment comes in physical contact must be washed with soap and water and shall be sanitized by methods approved by the Morristown Division of Health.
c. 
Rule 3. All devices used in the practice of ear piercing must be sterilized by either autoclaving or placed in boiling water for a minimum of 20 consecutive minutes and shall be placed in sterilized containers or other receptacles approved by the Morristown Division of Health.
d. 
Rule 4. All persons engaged in the practice of ear piercing shall wash their hands with soap and water and then with a bactericidal agent approved by the Morristown Division of Health prior to the handling of devices used in the engagement of ear piercing and handling of the ear.
e. 
Rule 5. The ear and surrounding area shall be cleansed with soap and water and washed with a bactericidal agent prior to the ear piercing, and said bactericidal agent shall be approved by the Morristown Division of Health.
f. 
Rule 6. After the ear has been pierced, a sterile covering shall be placed over the punctured ear.
g. 
Rule 7. All individuals engaged in the practice of ear piercing shall submit a report of a physical examination on forms provided by the Morristown Division of Health at least once a year and as often as deemed necessary by the Division of Health.
h. 
Rule 8. No self-piercing earrings shall be sold, offered for sale or distributed as sales promotional material unless the self-piercing earrings shall be properly sterilized and contained in a prewrapped sterilized package. The packages or containers shall be accompanied by written instructions as to the proper use of such piercing earrings to minimize the possibility of ear infection.
