Council hereby confirms its authority over the boards and commissions
within the Borough of Verona. Except as may be provided by law, any
decision of any board or commission of the Borough of Verona shall
be recommendary only, subject to the oversight and approval of Council,
and shall have no independent authority.
The Zoning Hearing Board of the Borough of Verona is exempted
from the provisions of this article, as it is by statute an autonomous
agency, with independent authority to act. The Zoning Hearing Board
is governed by the Pennsylvania Municipalities Planning Code and shall follow its provisions accordingly.
All ordinances or parts of ordinances which are inconsistent
herewith are hereby repealed to the extent inconsistent herewith.
If any sentence, clause, section, or part of this article is
for any reason found to be unconstitutional, illegal or invalid, such
unconstitutionality, illegality, or invalidity shall not affect or
impair any of the remaining provisions, sentences, clauses, sections
or parts of this article. It is hereby declared as the intent of the
Borough Council that this article would have been adopted had such
unconstitutional, illegal or invalid sentence, clause, section or
part thereof not been included herein.
This article shall take effect immediately upon its approval
in accordance with the Borough Code.

There is hereby created and established in the Borough of Verona
a Recreation Board to be known as the "Borough of Verona Recreation
Board."
The Borough of Verona Recreation Board shall consist of seven
members, all of whom shall be residents of the Borough of Verona,
and three of whom may be members of the School Board.
All members of the Borough of Verona Recreation Board shall
serve on said Board without compensation; however, said members shall
be reimbursed for authorized necessary and reasonable expenses incurred
in the performance of their duties, upon presentation to the Borough
Council of a verified statement of such necessary and reasonable expenses.
A. The members of the Borough of Verona Recreation Board shall be appointed
by the Council of the Borough of Verona. The terms of each of the
members of the Recreation Board shall be for five years or until a
successor is appointed and qualified, except that the terms of the
members first appointed pursuant to this section shall be as follows:
(1) Two of the initial members of the Recreation Board shall be appointed
for terms of three years.
(2) Three of the initial members of the Recreation Board shall be appointed
for terms of four years.
(3) Two of the initial members of the Recreation Board shall be appointed
for terms of five years.
B. The initial term of the Recreation Board member shall have been deemed
to commence beginning the first Monday in January 2016. Following
the expiration of the initial term, all subsequent terms shall be
for three-year durations beginning on the first Monday in January
such that at least one term expires annually.
C. To the extent that a vacancy occurs due to resignation, death or
otherwise, then Borough Council shall appoint a qualified resident
to the unexpired term.
D. To the extent that the Council does not immediately fill an expired
term, then the individual whose term has expired shall continue to
serve until a replacement is appointed by the Borough Council. Once
filled, the new member shall serve for the remainder of the five-year
term.
E. The Recreation Board may offer recommendations to the Council concerning
the appointment, removal, or replacement of any member; however, nothing
contained herein shall be deemed to preclude the Borough Council from
reorganizing or recomposing any or all of the Recreation Board members
at any time as the Recreation Board serves at the pleasure of the
Borough Council.
A. The Borough of Verona Recreation Board shall be authorized and directed
to equip, operate and maintain the recreational places now existing
or hereafter established by the Council within the Borough of Verona
in accordance with the appropriations and direction made to the Recreation
Board by the Council of the Borough of Verona.
B. The Recreation Board shall not be authorized to enter into contracts,
make purchases or conduct transactions in excess of $1,500. All such
contracts in excess of $1,500 shall be referred to the Borough Council
for action. No member or members of the Recreation Board shall evade
the provisions of this section by purchasing or contracting for services
or personal property piecemeal for the purpose of obtaining prices
below the limitation herein established when, in the exercise of reasonable
discretion and prudence, said transactions should be conducted as
a single transaction in excess of the limitation established herein.
The Borough of Verona Recreation Board shall keep accurate accounting
records of all sums received by it, either from the Borough Council
or otherwise, and of all expenditures made by the Recreation Board.
The Recreation Board shall, on or before the first day of October
of each and every year, submit to the Borough Council of the Borough
of Verona a statement of the receipts and expenditures of funds by
the Recreation Board for the preceding twelve-month period. In addition,
the Recreation Board shall, on or before the first day of October
of each and every year, submit to the Borough Council a proposed budget
for the Recreation Board for the next succeeding fiscal year.
The members of a recreation board established under this article
shall elect their own Chair and Secretary and select all other necessary
officers to serve for a period of one year. The Recreation Board may,
with the approval of Council, establish employment positions and hire
employees to fill the approved positions. The Board shall have power
to adopt rules and regulations for the conduct of all business within
its jurisdiction.
