A.
All public sewers to be constructed in any street shall, whenever practical, be laid out as near as is practicable to the center of such street or highway.
B.
No person shall be allowed to excavate within the limits of any street or open any public drain or sewer for any purpose whatsoever unless a street excavation permit application has been submitted and approved by the DPW Director.
C.
The size, slope, alignment, materials of construction, and the methods to be used in excavating, placing of the pipe, jointing, testing, and backfilling the trench shall all conform to the requirements of the applicable building and plumbing codes, these Rules, and other applicable Town ordinances. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the NEIWPCC Technical Report #16 (Guide for the Design of Wastewater Treatment Works) and ASCE/WPCF Manual of Practice No. FD-5 (Gravity Sanitary Sewer Design and Construction) shall apply. All such connections shall be made gastight and watertight.
D.
The size, slope, alignment, jointing of pipe, materials of construction and construction methods for sewer system extensions shall be subject to approval by the MADEP and the Superintendent prior to construction of the proposed work. Detailed plans and specifications prepared and stamped by an engineer registered in the Commonwealth of Massachusetts shall be submitted to the Superintendent for review and approval prior to construction.
E.
Pipe and fittings to be used in the work shall be either cement-lined cast or ductile iron, polyvinyl chloride (PVC), or other material as approved by the Superintendent and be of approved strength and with approved joints. Pipe shall be a minimum of four inches in diameter for a single-family home and a minimum of six inches in diameter for all other building categories.
F.
When ledge is encountered in the excavations, a permit must be obtained from the Fire Chief for the use of explosives. A blasting plan, to include a comprehensive preblast survey of the subject area, shall be submitted to and approved by the Superintendent prior to performing any blasting. All blasting shall be done in accordance with the requirements of the Massachusetts Department of Public Safety and such other requirements as are imposed by the Fire Chief. All blasting must be performed by a person licensed by the Department of Public Safety for this purpose.
G.
In general, sewer services will not be allowed to have more than two horizontal bends. Each bend may deflect the pipe no more than 22°.
H.
A clean-out must be installed on every building sewer at the property line with the street or public right-of-way.
I.
A backflow valve is required on all new service connections unless directed otherwise by the Superintendent. The backflow valve shall be six-inch PVC by Clean Check® or equal as approved by the Superintendent.
J.
All services shall be laid in an envelope of sand, 3/4-inch crushed stone, or other approved material depending on soil conditions, with not less than six inches of said material well compacted under and all around the barrel of the pipe.
K.
All pipe and fittings shall be laid to a minimum slope of 1/4 inch per foot.
L.
In general, trenches shall be excavated from the end of the existing sewer service to its point of connection to the building plumbing outlet before backfilling any pipe beyond the sand envelope.
M.
Services in excess of 100 feet in length are subject to special review by the Superintendent and such other requirements as may be found necessary to ensure a functional connection.
N.
Tunneling will not be allowed unless special permission is granted by the Superintendent.
O.
New connections to an existing building sewer or building drain shall be upstream of any existing/abandoned septic tanks or cesspools.
P.
Upon connection to the public sewer, any septic tanks, cesspools, or similar private septic disposal facilities shall be demolished or abandoned and filled with suitable material by the drainlayer. Completion of this work must be inspected, approved, and recorded by the Board of Health.
Q.
The licensed drainlayer shall be responsible for all defects in materials and workmanship for a period of one year following completion of the building sewer installation.
