A. 
The purposes of this article are to set forth specific discharge limitations (hereafter referred to as "local limits") to prevent pass-through and interference, to protect the safety and health of workers at the Ithaca Area Wastewater Treatment Facility (POTW) and to improve opportunities to recycle and reclaim municipal and industrial wastewaters and sludges.

B. 
This article shall apply to all users of the POTW in the Town of Dryden and to persons who are, by resolution, agreement, contract, or permit users of the POTW.

The definitions set forth in § 222-3, as they may be revised from time to time, shall apply to the words in this article.

These local limits shall apply at each point of discharge to the sewerage system. In no case shall a user's discharge to the POTW violate the following specific limitations:
