The purpose of the Environmental Advisory Council (hereinafter
referred to as "EAC") shall be to advise the Lansdowne Borough Council
and the Borough of Lansdowne's committees, and to educate the
citizens of the Borough of Lansdowne on matters that affect the quality
of the environment in the Borough, including those relating to the
protection, conservation, management, promotion, and use of natural
resources, including air, land and water resources located within
the Borough of Lansdowne territorial limits.
The Environmental Advisory Council shall have the following
powers subject to the following limitations:
A. Identify environmental problems that affect the air, land, water
and other natural resources in the Borough of Lansdowne.
B. Recommend plans and programs to Borough Council and Borough of Lansdowne
Committees/Boards for the promotion and conservation of the natural
resources and for the protection and improvement of the quality of
the environment in the Borough of Lansdowne.
C. Make recommendations as to the possible use of open land areas in
the Borough of Lansdowne.
D. Promote a community environmental program.
E. Keep an index of all open areas, publicly or privately owned, including
flood-prone areas, swamps and other unique natural areas.
F. Advise Borough Council, Borough of Lansdowne committees/boards, including
the Planning Commission and Recreation Board, in the acquisition of
both real and personal property by gift, purchase, grant, bequest,
easement, devise or lease, in matters dealing with the purposes of
this chapter.
G. Undertake such environmental tasks as requested by Lansdowne Borough
Council.
The EAC shall keep records of its meetings and activities and
shall make an annual report to Borough Council. Minutes of each meeting
shall be forwarded to the Borough Council.
The Lansdowne Borough Council may, from time to time, appropriate
funds for the expenses incurred by the Environmental Advisory Council.
