A person commits the offense of interference with refuse collection if he obstructs, interferes with, or hampers any refuse collector in the process of collecting refuse.
A.
A person commits the offense of damage to refuse containers if he:
(1)
Damages, defaces, or renders fit for condemnation, any refuse container other than his own. A City-issued wheeled cart remains the property of the City, rather than the property of the owner of the premises to which it has been issued;

Allows an animal he owns to render fit for condemnation, tear, or rip any collectible refuse container not his own.

A person commits the offense of accumulation of animal feces if he permits animal feces to remain on his property for more than one day. The feces shall be disposed of in a sanitary manner, by placing in a closed or sealed container and depositing in a trash receptacle, said feces.
A person other than a refuse collector in performance of his duties commits the offense of disruption of refuse if he:
A.
Opens or removes refuse from any bag, can, box or container which has been set out for collection; or
B.
Disassembles or removes any parts from an appliance or piece of furniture which has been set out for collection. For purposes of this section, the term "appliance" includes but is not limited to televisions, refrigerators, stoves, washers, dryers, dishwashers, air conditioners, microwave ovens and similar items.
