A. 
A person commits the offense of damage to refuse containers if he:
(1) 
Damages, defaces, or renders fit for condemnation, any refuse container other than his own. A City-issued wheeled cart remains the property of the City, rather than the property of the owner of the premises to which it has been issued;

(2) 
Allows an animal he owns to render fit for condemnation, tear, or rip any collectible refuse container not his own.

B. 
Failure of an owner to keep any owned animal on his own property or on a leash shall be deemed prima facie evidence of consent of any acts of such animal as outlined in Subsection A(2) above.

C. 
The offense of damage to a refuse container is punishable by:
(1) 
A fine of from $50 to $500 for each container damaged; and
(2) 
Payment of the replacement cost of each damaged container.

A. 
A person commits the offense of accumulation of garbage if he permits to remain longer than one day on the exterior of his property, either on or beneath a porch, or in the yard, any item which:
(1) 
Constitutes garbage as defined in Chapters 21 and/or 45 of the Bloomington City Code;
(2) 
Is nonfunctional; or
(3) 
Has no apparent value.
B. 
A separate offense shall be deemed committed each day the violation continues.

A person commits the offense of accumulation of debris if he permits to remain longer than one week on the exterior of his property, either on or beneath a porch, or in the yard, any item which:

Constitutes debris as defined in Chapters 21 and/or 45 of the Bloomington City Code;

Is nonfunctional; or
(3) 
Has no apparent value.

A person commits the offense of accumulation of animal feces if he permits animal feces to remain on his property for more than one day. The feces shall be disposed of in a sanitary manner, by placing in a closed or sealed container and depositing in a trash receptacle, said feces.
A person other than a refuse collector in performance of his duties commits the offense of disruption of refuse if he:
A. 
Opens or removes refuse from any bag, can, box or container which has been set out for collection; or
B. 
Disassembles or removes any parts from an appliance or piece of furniture which has been set out for collection. For purposes of this section, the term "appliance" includes but is not limited to televisions, refrigerators, stoves, washers, dryers, dishwashers, air conditioners, microwave ovens and similar items.
