For the purposes of this Ordinance, the following terms, phrases, words, and their derivations shall have the meaning given herein. When not inconsistent with the contest, words used in the present tense include the future, words in the plural number include the singular number, words in the singular number include the plural number. Any term in the masculine shall include the feminine and neuter. No provision hereof shall make unlawful any act necessarily performed by any officers or employee of the park in the line of duty or work as such, or by any person, his agents or employees, in the proper and necessary execution of the terms of any agreement with the Council. This Ordinance is in addition to and supplemental to all municipal, state, and federal laws and ordinances. The meaning of any term not otherwise defined in this Ordinance shall be construed and interpreted to mean the same as said term is otherwise construed or interpreted in any other applicable municipal, state, and federal law and ordinance.
The City of Bloomington.
Shall be as defined in the Illinois Controlled Substances Act (Ill. Rev. Stat. ch. 56 1/2), as same is amended from time to time.[2]
The Director of the Parks and Recreation Department of the City of Bloomington or his authorized representative. He shall act on behalf of the City of Bloomington, enforce the laws, maintain law enforcement, and maintain good order within the parks.

An assemblage of two or more persons.
A park, reservation, playground, beach, swimming pool, golf course, recreation trail, recreation center or any other area in the City owned or used, leased or controlled by the City and devoted to active or passive recreation. It shall include public rights-of-way not part of the road surface.
Includes any authorization issued by the Director pursuant to the authority of the City for a specified park privilege, activity or event or permitting the performance of a specified act or acts in any park or any designated portion of a park.
Individual, company, partnership, corporation, incorporated or unincorporated association, or any combination of individuals, or any employee, agent or officer thereof.
Includes any City ordinance, or regulation or policy written or unwritten adopted by the Director as authorized by the City Council.
Any device, conveyance, or combination of conveyances, wheeled or without wheels (but excepting motor boats) propelled, towed, unpropelled or animal drawn, that in, around, or on which a person or thing is or may be carried and shall include without limitation bicycles, scooters, mini bikes, motorcycles, snowmobiles, any trailer in tow of any size, kind, or description.
