A. 
No person in a park shall drink, sell, possess, make a gift, or offer for sale any alcoholic liquor or controlled substance within the park.

B. 
No person under the influence of alcoholic liquor or controlled substances shall enter or remain within the park, nor shall any person within the park use, administer, receive, offer for sale, possess, or make available to himself or any person or animal any alcoholic liquor or controlled substance.

C. 
No person shall use or possess any article which from a distance of 50 feet or more is confusingly similar to a container of an alcoholic beverage.

D. 
Notwithstanding the provisions of Subsections A, B and C, the sale, possession and consumption of beer and wine only is permitted at Prairie Vista Golf Course, the Den at Fox Creek Golf Course and Highland Golf Course under the following conditions:
(1) 
Beer and wine shall only be offered for sale by the City of Bloomington as allowed under a RBS or EB liquor license issued for each of the premises.

(2) 
Beer and wine may be provided by a person holding a Class W catering license at an approved event.
(3) 
No beer and wine other than that procured from sources enumerated in Subsection D(1) and (2) shall be allowed.
(4) 
All state and local liquor control laws must be obeyed.
(5) 
All rules and regulations for the golf courses must be obeyed.

E. 
Notwithstanding the provisions of Subsections A, B and C, the possession and consumption of beer and wine may be permitted at Miller Park Pavilion, Miller Park Zoo, and Davis Lodge, pursuant to a permit issued by the City Clerk under Chapter 6, § 6-133D.

A. 
No person shall bring into a park, have in his possession in a park, or explode, discharge or burn in a park any firearm, of any description, air or gas gun, pellet gun, slingshot or missile throwing or propelling device, corrosive or volatile material or fireworks of any kind. As used in this section, "fireworks" shall include firecrackers; torpedoes; Roman Candles; sky rockets; bombs; smoke devices; sparklers; trick noisemakers known as "party poppers," "booby traps," "snappers," "trick matches," cigarette loads" and "auto burglar alarms" without the written permission of the Director.
B. 
This section shall not apply to park staff, attendants or enforcement officers of the City of other authorized law enforcement officers while in the line of duty.

A. 
No person in a park shall permit any dog to run at large. When any domestic animal is found running at large, it shall be rebuttable presumed that the owner thereof has consented to such animal running at large.

B. 
All persons having a domestic animal with them shall restrain such animals at all times on adequate leashes not greater than six feet in length.

C. 
It shall be unlawful for any person owning or having control or custody of any dog to permit the animal to defecate upon park property of this City unless such person immediately removes the feces and disposes of it by depositing it in a trash container or removing it from the park.

D. 
For purposes of enforcing the provisions of this section, tickets may be issued by police officers, park security officers, Parks and Recreation Department employees, and by any person authorized to issue tickets for parking or other violations.

E. 
The provisions of this section shall not apply to a guide dog accompanying any blind person.

F. 
Any domestic animal found loose in any park shall be taken up and impounded as provided in Bloomington City Code Chapter 8.

A. 
No person in a park shall solicit alms or contributions for any purpose, whether public or private, without registering with the Director. The Director shall determine and record:
(1) 
The identity of each person soliciting contributions;
(2) 
The address and home and business telephone number of the person intending to solicit contributions and if the solicitor resides outside of Bloomington or Normal, the place, if any, where the solicitor is staying in Bloomington or Normal;
(3) 
The organization or group for which such person is soliciting contributions;
(4) 
The purpose of the solicitation;
(5) 
The name, address and home and business telephone numbers of the solicitor's supervisor, if any;
(6) 
An acknowledgment of receipt of relevant regulations concerning solicitation from the Director.

B. 
Permit. Upon receipt of the information enumerated above, the Director shall permit solicitation of contributions by such person as provided in this chapter and in regulations issued by the Director.

C. 
Receipt of contributions. The Director shall designate an area in each park (designated as such) where contributions solicited may be received. No person shall receive or accept or agree to accept any funds in any park except in such designated area.

D. 
Harassment. No solicitor, after being denied a contribution or asked to leave the presence of any person shall persist in his or her attempt at solicitation.

A. 
No person in a park shall build or attempt to build a fire except in grills provided and in such areas and under such regulations as may be designated by the Director. Persons bringing grills from outside the park shall insure that all fires are completely extinguished and such material as coals are cooled and disposed of properly so as not to damage any park property or area or injure any person.

B. 
No person shall drop, throw, or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco paper or other inflammable material within any park area or on any highway, road, or street abutting or contiguous thereto.

No person in a park shall enter or remain in an area posted as "Closed to the Public," nor shall any person use, or abet the use of any area in violation of posted notices.
A. 
No person in a park shall sleep or lounge on seats or benches, or engage in loud boisterous, threatening, abusive, insulting, or indecent language, or engage in any disorderly conduct or behavior tending to a breach of the public peace.

No person shall disturb any picnic or other park activity or intrude himself or herself upon it without the consent of those participating in it.

No person in a park shall fail to produce and exhibit any permit from the Director he claims to have, upon request of any authorized person who shall decide to inspect the same for the purpose of enforcing compliance with any ordinance or rule.
