A. 
It shall be illegal for any person to participate in the organization of a parade or otherwise to, participate in a parade for which a parade permit has not been applied for and obtained from the Special Events Committee of the City of Bloomington.
B. 
A "parade" is any organized or unorganized demonstration or other grouping of individuals as pedestrians or as riders or drivers of vehicles which use one or more sidewalks and/or streets and/or highways within the City of Bloomington, which lasts in excess of 15 minutes and which has the planned or unplanned effect of interrupting the free movement of pedestrians or vehicular traffic in any manner including but not limited to directly or indirectly causing the stopping of vehicular traffic on streets and/or highways within the City of Bloomington which intersect with streets and/or highways on which any part of the parade activities take place.

Each application for a parade permit must be in writing and must specify at least the proposed date and time of the parade, the anticipated number of walking groups or other units which will be in the parade, the name of the sponsoring organization, the name of the person in charge of organizing the parade, and the address and phone number where such person may be contacted. Each application must be received by mail or be personally delivered to the office of the Bloomington City Clerk at least 60 days prior to the scheduled event if any part of a state highway within the City is to be used as part of the proposed parade route and at least 30 days prior to the scheduled event if the proposed route consists entirely of non-state streets and/or highways. The sixty-day application time is necessary to enable the required state permission to be obtained for parades which will use state highways as part of the parade route. The failure to comply with this section may result in the denial of the permit by the Special Events Committee.

The Special Events Committee is hereby granted authority to draft, administer, and enforce the terms of a manual containing rules, regulations and guidelines relating to the organization, implementation of plans, regulation and control of all parades within the City of Bloomington. This authority shall include the authorization to determine and direct the use of all parade routes which shall be compatible with the public bus service within the City of Bloomington. It shall be unlawful for any person participating in a parade to throw candy to spectators. In the event candy is thrown from a parade vehicle, the driver of the vehicle shall be held responsible. These prohibitions do not prohibit the distribution of candy by walkers in parades at curbside.

The determination of any parade route shall, when appropriate, also specify detours for regular traffic, which detours shall be established by the use of temporary street barricades and signs during a period of time before, during and after the scheduled parade as specified by the Special Events Committee. Unless otherwise specified by the Special Events Committee personnel from the Department of Public Works shall be responsible for setting up said detour(s) with the specified types of barricades and signs but may specify to the Special Events Committee the name of a person who will directly administer and be responsible to the organizer(s) for the creation and maintenance of the detour and who may be contacted by representatives of the Special Events Committee should that be advisable for any reason related to the detour(s) or to the barricades or signs.

Any aspect of these sections which grants authority to or specifies responsibility of the Special Events Committee may be developed and executed by any member of the Special Events Committee or by any other person to whom the Special Events Committee grants or assigns such authority and responsibility.
