The offices of City Clerk of the
City of Bloomington and Town Clerk of the Town of the City of Bloomington
shall be and the same are hereby united in the same person, and the
City Clerk of the City of Bloomington shall perform all the duties
required of the Town Clerk of the Town of the City of Bloomington,
and no Town Clerk shall be elected for the Town of the City of Bloomington.
The Town Clerk shall have the custody
of all records, books, and papers of the town, and he shall duly file
all certificates or oaths and other papers required by law to be filed
in his office. He is authorized to administer oaths and take affidavits
in all cases required by law to be administered or taken by town officers.
He shall act as Clerk of the annual
town meeting and record in the book of records of his town the minutes
of the proceedings of every town meeting held therein and shall enter
in said book every order of direction and all by-laws, rules, and
regulations made by any town meeting, which entries shall be signed
by himself and the moderator of the meetings.
He shall deliver to the supervisor,
before the annual meeting of the County Board of the county, in each
year, certified copies of all entries of votes for raising money made
since the last annual meeting of the County Board.
He shall annually at the time required
by law certify to the County Clerk the amount of taxes required to
be raised for all town purposes.
If the Town Clerk shall willfully
omit to make such return, he shall be fined, for each offense, not
exceeding $10.
The City Clerk shall file a certified
copy of all resolutions or ordinances of the City of Bloomington annexing
any territory in any adjacent township with the County Clerk of McLean
County, Illinois.
The Town Clerk shall act as Clerk
of the City Council acting as the Board of town auditors and shall
record the proceedings of each meeting of the Board in a book which
he shall provide for that purpose at the expense of the town; such
record shall include all certificates of accounts audited by the Board.
Accounts audited shall be paid by the supervisor on presentation of
a certificate of the Town Clerk, stating the amount and to whom allowed;
the date when audited and on what account, which certificate before
payment of the amount shall be countersigned by the supervisor.
