A.
State Uniform Construction Code is hereby reestablished, and the Bureau of Permits and Inspections will operate as the enforcing agency for the City of Millville, 12 South High Street in the County of Cumberland. "Enforcing agency" means the Municipal Construction Official as chief administrator of the enforcing agency, all subcode officials and assistants thereto. This enforcing agency will perform the following services: plan review, construction permits, certificates of occupancy, certificates of continued occupancy, demolition permits and sign permits.

The Board of Appeals for this municipality will be left to the jurisdiction of the county at 164 West Broad Street, Bridgeton, New Jersey 08302.
B.
Each official position designated in Subsection A above shall be filled by a person qualified for such position, pursuant to N.J.A.C. 5:23-5.1 et seq., provided that in lieu of any particular subcode official, an on-site inspection agency may be retained by contract pursuant to N.J.A.C. 5:23-4.5A.

The elevator plan review and inspectors will be directed to the State Department of Community Affairs for all reviews and inspections.
C.
The public shall have the right to do business with the enforcing agency at one office location except for emergencies and unforeseen or unavoidable circumstances.
