The governing body of the City finds and declares that the adoption of an Official Map and the orderly numbering of buildings and lots is necessary for the public health, safety and general welfare. The governing body further finds and declares that the conspicuous display of assigned numbers on buildings fronting on a road or street is important in assisting fire, police, rescue and other emergency personnel in locating a person in need of emergency response. It is the purpose and intent of these regulations to provide these standards.
As used in this article, the following terms shall have the following meanings unless the context clearly indicates that a different meaning is intended:
BUILDING
Includes all commercial, industrial and institutional structures, and all residential dwellings such as apartments, condominiums, half doubles, and single-family dwellings.
OFFICIAL MAP
The map adopted by an ordinance of the governing body pursuant to N.J.S.A. 40:55D-32.
PERSON
A natural person, association, corporation, LLC, partnership or other legal entity.
The "Official Map for the City of Millville, County of Cumberland and State of New Jersey" is hereby established as the Official Map of the City pursuant to N.J.S.A. 40:55D-32 et seq.
A. 
The City shall designate and assign a number to each lot and to each building which now or hereafter shall front upon any street or roadway.
B. 
The City shall, after the numbers have been so designated and assigned in accordance with this article, cause each subdivided lot to receive a designated number within 10 days after approval by the Planning Board of the City of any subdivision.
C. 
The owner and occupant of each building shall conspicuously display the number assigned to it by the City at or near the front entrance to the building in numbers at least three inches in height and in such a manner as to be visible to persons passing by the building on the abutting roadway or street.
It shall be unlawful for any person, firm or corporation to violate the regulations contained herein. Each day that a violation continues after a notice of violation and order for compliance has been served, and the time specified therein has expired, shall constitute a separate offense. The penalties imposed are those set forth in Article I of this chapter.
