The following terms shall have the meanings as defined in § 1-100 of the Village Code: Village, Village Board, and Village Code.
The Mayor or the Village Board shall be solely vested with the authority and responsibility to adopt, establish, amend, or repeal any policy or procedure governing the operation, administration, or personnel matters of the Village.
No individual officer, employee, department head, committee, or other entity shall have the authority to enact or modify any policy or procedure unless expressly authorized to do so by the Mayor or by resolution duly adopted by the Village Board.
All policies and procedures implemented within the Village must be in accordance with and subordinate to the directives of the Mayor, or the resolutions and laws adopted by the Village Board.

Any compensated appointed officer of the Village may reside outside the territorial limits of the Village, provided that such officer resides within Nassau County.
Purpose. The Village Board finds that it is important for Village employees to be motivated to higher levels of achievement in their respective employment positions. Additionally, there are situations that arise during the course of employment that present an employee with an opportunity to provide exceptional services to those doing business with the Village. The Village Board wishes to incentivize exceptional employee behavior by creating an employee bonus compensation program.
Constituent service (if applicable): effectively applies knowledge of departmental service or product to best satisfy the needs and expectations of Village residents.
Problem solving/decision making: builds a logical approach to address problems and/or manage the situation at hand by drawing on one's knowledge and experience, calling on other references and resources as necessary.
Creativity/innovation: thinks and operates creatively; seeks out new responsibilities; acts on opportunities; has significant impact in creating breakthrough products or services that fulfill an institutional need.
Management: manages projects, resources, individuals and teams to effectively accomplish defined goals and objectives within all applicable ethics and compliance standards.
Leadership: establishes the vision, strategic directions and high-performance culture within his/her area of responsibility and exhibits the ability to build trust, influence outcomes, and inspire others to effectively deliver results that positively impact the institution.
Discretionary bonus. Bonuses pursuant to this section shall be awarded at the sole discretion of the Village Board, who shall take into consideration the performance evaluation criteria, personal observations, and any such other information the Village Board finds illustrative and indicative of employee performance that exemplifies the purposes of an award pursuant to this section.
Bonus amount. At the sole discretion of the Village Board and pursuant to a duly adopted resolution, the Village Board may award a bonus in an amount determined by the Village Board based on the employee's fulfillment of the criteria set forth herein, not to exceed 10% of the employees' base compensation.
