A. 
The Department shall be headed by a Director, who shall be chosen solely on the basis of executive and administrative qualifications, with special reference to actual experience in or knowledge of accepted practice in respect to the duties of the office as hereinafter set forth.
B. 
The Director may also be a Police Chief without added compensation.
C. 
The City's Chief Law Enforcement Officer, defined as the senior sworn officer serving in the City's Police Department by rank and time in grade, may serve as Police Director with any additional compensation for such service to be set in a manner prescribed by law.

The Department shall perform all appropriate functions associated with:
A. 
Maintaining peace and good order.
B. 
Regulating vehicle and pedestrian traffic.
C. 
Suppressing crime.
D. 
Protecting lives and property.
E. 
Removing nuisances from streets and other public places.
F. 
Dispatching communications and records.
G. 
Such other duties as may be assigned.
